华盛顿—乌克兰驻美国临时代办 Denys Sienik 11月5日在华盛顿对国防记者团表示，乌克兰使用美国政府「星盾」（Starshield）卫星网络的合同将于2027年年中到期，基辅希望尽快与五角大楼启动新合同谈判。他说，新合同的谈判需要时间，「现在正是时候」，乌方希望明确能否续约、未来的任务条款如何定、资金如何安排。目前他没有给出合同到期的确切月份。
Sienik 同时表示，今年10月「星盾」服务被限速一事，乌方至今没有从五角大楼或 SpaceX 得到解释。他说，服务目前已经恢复正常，乌军可以继续工作，但乌方不希望再出现类似情况；由于目前没有能有效替代这一低轨卫星系统的方案，乌方更需要新合同按时落地。「星盾」是 SpaceX「星链」的军用版，由美国政府采购，乌军将其用于无人机作战与战场通信，也是拦截来袭无人机所依赖的链路之一。

Follow-Up: Ukraine Says Its Starshield Contract Expires in Mid-2027 and Seeks Early Renewal Talks With Washington
WASHINGTON — Ukraine's contract with the U.S. government for access to the Starshield satellite network expires in mid-2027, and Kyiv wants to start talks on a new contract as soon as possible, Ukraine's chargé d'affaires in Washington, Denys Sienik, told the Defense Writers Group on November 5. Negotiating a new contract takes time and "now is actually the time," he said, adding that Ukraine wants clarity on whether it can proceed, what the terms of reference will be and how funding will be arranged. He did not give the exact month of expiry.
Sienik also said Kyiv still has no answer from the Pentagon or from SpaceX about what caused October's restrictions on the Starshield service. The service is working now and the military can do its work, he said, but Ukraine does not want a repeat. Because there is no effective alternative to the low-Earth-orbit system, he said, a new contract matters all the more. Starshield is the military version of SpaceX's Starlink network, procured by the U.S. government; Ukrainian forces use it for drone operations and battlefield communications, including links relied on to intercept incoming drones.
In mid-October, Ukrainian officials said military-grade receivers stopped working on fast-moving objects, disrupting drone missions. Access was later restored, but the dispute over the slowdown has continued. On November 5 the Senate Foreign Relations Committee sent SpaceX founder Elon Musk a records-preservation letter requiring the company to preserve records of Starshield's restrictions in Ukraine ahead of an investigation planned for January.
