南非选委会正式宣布2026年地方选举自由公正：一投票站因选票被毁须重投

南非选举委员会（IEC）11月8日晚在豪登省Midrand的全国结果运营中心正式宣布，2026年地方政府选举自由公正，全南非213个市镇议会的选举结果已全部敲定并宣布。据南非政府新闻署SAnews报道，委员会主席Mosotho Moepya在宣布最终结果时说，本届选举登记选民共2,920万，约1,490万人投票，全国投票率52%，比2021年地方选举的45.9%高出6.1个百分点。

按选委会宣布的结果，非洲人国民大会（非国大）得票率30.76%、获得3,246个议席居首；民主联盟得票率24.64%、获得1,695席；民族之矛党9.76%、785席；经济自由斗士6.22%、588席；行动南非5.67%、313席；其余政党与独立候选人合计得票22.97%。本届共有521个政党和636名独立候选人参选，角逐10,526个议席。非国大在53个市镇单独执政、在128个市镇为第一大党；213个市镇中72个议会由单一政党取得过半席位，其余127个为无政党过半的悬峙议会，废票率为1.84%。

Moepya说，这一宣布的依据之一是南非人文科学研究委员会受委托所做的2026年选举满意度调查：90%的受访选民认为选举程序自由，91%认为公正，95%对选委会的服务满意，91%排队不超过30分钟；对选委会的信任为81%，较2016年的93%逐步下降，恐吓、公正性、包容投票与信息不足被列为需要改进的方面。

同日，选委会下令北开普省Siyancuma市镇第3选区的Jabulani Community Hall投票站重新投票。该站在Douglas镇，通告称有政党活动人士被指闯入投票站，在计票开始前毁坏了选票。Moepya说，这项决定依据《地方政府市镇结构法》第10条作出，选委会已向选举法院提出申请，并向南非警察署登记刑事案件，以保障受影响选民行使投票权。通告未公布重投日期。

出席宣布仪式的南非总统Cyril Ramaphosa呼吁各政党在组建市镇政府的谈判中，把社区利益置于政治权力与职位之上。他说，市镇的稳定不能因狭隘的政治利益而牺牲，基本服务的提供不能被政治分歧绑架，各方应共同把地方政府建成提供服务、推动发展与创造机会的引擎。

Moepya表示，选委会将诚实、系统地检讨这次选举的过程，听取选民、政党、候选人、观察员与工作人员的意见。他在宣布的结尾说：「我在此正式宣布，2026年市镇选举以自由公正方式完成。」

South Africa's Electoral Commission Declares 2026 Local Elections Free and Fair, Orders Revote at One Voting Station

The Electoral Commission of South Africa (IEC) on Sunday night formally declared the 2026 Local Government Elections free and fair at its National Results Operations Centre in Midrand, Gauteng, with the results of all 213 municipal councils finalised and declared. According to SAnews, the South African Government News Agency, Commission Chairperson Mosotho Moepya, announcing the final results, said a total of 29.2 million voters were registered for the elections, about 14.9 million South Africans cast their ballots, and national turnout stood at 52%, an increase of 6.1 percentage points from the 45.9% recorded in the 2021 Local Government Elections.

In the results announced by the Commission, the African National Congress (ANC) received 30.76% of the vote and secured 3,246 council seats, followed by the Democratic Alliance (DA) with 24.64% and 1,695 seats, the uMkhonto weSizwe Party (MK Party) with 9.76% and 785 seats, the Economic Freedom Fighters (EFF) with 6.22% and 588 seats, and ActionSA with 5.67% and 313 seats. Other political parties and independent candidates collectively received 22.97% of the vote. A total of 521 political parties and 636 independent candidates contested the elections, fielding about 137,000 candidates for 10,526 council seats. The ANC achieved outright control in 53 municipalities and is the leading party in 128. Of the 213 municipalities, 72 councils have a party with an outright majority of seats, while the remaining 127 are hung councils. Spoilt votes were 1.84%.

Moepya said the declaration was based in part on the 2026 Election Satisfaction Survey conducted by the Human Sciences Research Council, which found that 90% of voters regarded the procedures as free, 91% as fair, 95% were satisfied with IEC services and 91% queued for no longer than 30 minutes. Trust in the Electoral Commission remained high at 81% but has gradually declined from 93% in 2016, with intimidation, impartiality, inclusive voting and information gaps identified as areas requiring improvement.

The Commission also ordered a revote at the Jabulani Community Hall voting station in Ward 3 of the Siyancuma Local Municipality in the Northern Cape. Activists from a political party allegedly stormed the voting station in the town of Douglas and destroyed ballot papers before they could be counted. Moepya said the decision was taken under Section 10 of the Local Government Municipal Structures Act, and that the Commission has approached the Electoral Court and registered a criminal case with the South African Police Service, to safeguard the affected voters' right to vote. The announcement did not give a date for the revote.

President Cyril Ramaphosa, who attended the announcement, called on political parties to put the interests of communities ahead of political power and positions as they negotiate the formation of municipal governments. He said the stability of municipalities cannot be sacrificed to narrow political interests, the delivery of essential services cannot be held hostage by political disagreements, and local government must together be made an engine of service delivery, development and opportunity.

Moepya said the Commission would review the process honestly and systematically and listen to voters, political parties, candidates, observers and its own staff. 'It is then my singular honour to hereby declare the 2026 Municipal Elections concluded as free and fair,' he said.
