中国外交部副部长马朝旭出席G20外长会：保护主义没有赢家，反对以公平竞争为名行保护主义之实
中国外交部 11 月 1 日发布消息，外交部副部长马朝旭于 10 月 30 日至 31 日在美国佐治亚州 Atlanta 出席二十国集团（G20）外长会，并在会上就国际形势、全球安全、能源与供应链等议题阐述中方立场。会议由 2026 年 G20 轮值主席国美国国务卿 Marco Rubio 主持，各方就地缘政治紧张局势、能源、供应链等议题进行了深入讨论。
马朝旭表示，当前国际形势深刻演变，地缘政治局势紧张，发展议程严重滞后。习近平主席提出全球安全倡议，倡导共同、综合、合作、可持续的安全观，走对话而不对抗、结伴而不结盟、共赢而非零和的新型安全之路，为化解国际地区争端发挥了重要作用。面对变乱交织的国际形势，二十国集团要担负起应有的责任，做维护世界和平稳定的力量，推动地区热点问题缓局降温，努力解决导致冲突的根源问题，加强全球安全治理。
在能源议题上，马朝旭表示，能源是经济社会发展的命脉，中方支持二十国集团围绕保障能源安全、实现可持续发展深化合作，不断提升能源可负担性，持续推进能源结构转型，完善国际能源治理。
谈到产业链供应链，马朝旭表示，保护主义没有赢家，搞筑墙设垒、脱钩断链，扰乱全球产业链供应链稳定畅通，损害各方利益。二十国集团成员应深化政策协调，加强贸易畅通，挖掘创新赋能，推动普惠发展，以实际行动维护全球产业链供应链稳定畅通。他还表示，中国始终基于市场化原则和世贸组织规则开展国际贸易，要防止将经贸问题政治化、武器化、泛安全化，更不能以“公平竞争”为名，行保护主义之实。马朝旭还就中东地区局势、乌克兰危机等问题阐述了中方立场。

Chinese Vice Foreign Minister Ma Zhaoxu at G20 Foreign Ministers' Meeting: Protectionism Has No Winners
China's Ministry of Foreign Affairs announced on November 1 that Vice Foreign Minister Ma Zhaoxu attended the Group of 20 (G20) Foreign Ministers' Meeting in Atlanta, Georgia, on October 30-31, setting out China's positions on the international situation, global security, energy and supply chains. The meeting was chaired by U.S. Secretary of State Marco Rubio, whose country holds the 2026 G20 presidency, and participants held in-depth discussions on geopolitical tensions, energy and supply chains.
Ma said the international situation is undergoing profound changes, geopolitical situations are tense, and the development agenda is seriously lagging behind. The Global Security Initiative proposed by President Xi Jinping advocates a vision of common, comprehensive, cooperative and sustainable security and a new path of dialogue over confrontation, partnership over alliance, and win-win outcomes over zero-sum games, and has played an important role in helping resolve international and regional disputes. Ma urged the G20 to shoulder its responsibilities as a force for world peace and stability, help ease tensions in regional hotspots, address the root causes of conflicts, and strengthen global security governance.
On energy, Ma said energy is the lifeblood of economic and social development, and that China supports the G20 in deepening cooperation on energy security and sustainable development, improving energy affordability, advancing the energy transition, and improving global energy governance.
On industrial and supply chains, Ma said protectionism has no winners, and that building walls, decoupling and severing supply chains disrupts their stability and harms all parties. He said G20 members should deepen policy coordination and take concrete actions to keep global supply chains stable, adding that China conducts international trade on market principles and WTO rules, and that trade issues must not be politicized, weaponized or over-securitized, still less dressed up as fair competition to practice protectionism. Ma also set out China's positions on the Middle East and the Ukraine crisis.
