李强出席上合组织政府首脑理事会第二十五次会议：资助上合组织国家1000名医务人员来华进修

据新华社报道，10月20日，中国国务院总理李强在塔吉克斯坦首都杜尚别出席上海合作组织成员国政府首脑（总理）理事会第二十五次会议。会议由塔吉克斯坦总理 Kokhir Rasulzoda 主持，上合组织成员国领导人和代表、东道国客人及有关国际组织负责人与会。

李强在讲话中表示，今年是上合组织成立25周年，9月举行的比什凯克峰会取得一系列重要成果。他从「道」与「术」两个层面阐述中方主张：应洞察世界多极化、经济全球化的大势，弘扬「上海精神」，保持定力、紧密团结；同时提升组织运行效能，做实做强合作项目，践行中国国家主席习近平提出的四大全球倡议。中方愿同各方加强协调，尽快完成「四个安全中心」建章立制，并资助上合组织国家1000名医务人员来华进修。

会后，李强同成员国与会领导人签署并发表联合公报，批准了贸易投资、工业、互联互通等领域的合作文件以及上合组织建设相关决议。

李强此次出访还包括对乌兹别克斯坦（10月17日至18日）与塔吉克斯坦（10月18日至20日）的正式访问，此后应俄罗斯总理 Mikhail Mishustin 邀请，于10月20日至22日赴俄罗斯举行中俄总理第三十一次定期会晤。这一行程由中国外交部发言人于10月15日宣布。

Li Qiang Attends SCO Prime Ministers' Meeting in Dushanbe: Funding for 1,000 SCO Medical Workers to Train in China

On October 20, Chinese Premier Li Qiang attended the 25th Meeting of the Council of Heads of Government (Prime Ministers) of the Shanghai Cooperation Organization in Dushanbe, the capital of Tajikistan, Xinhua reported. The meeting was chaired by Tajik Prime Minister Kokhir Rasulzoda and attended by leaders and representatives of SCO member states, guests of the host country and heads of international organizations.

Li noted that this year marks the 25th anniversary of the SCO and that the September Bishkek summit produced a series of outcomes. Expounding China's position in terms of both principles ('dao') and practice ('shu'), he called on members to recognize the trends of a multipolar world and economic globalization, carry forward the 'Shanghai Spirit,' and keep their resolve and unity, while raising the organization's operational efficiency and delivering concrete cooperation projects. He said China would work with all parties to complete the charters of the 'four security centers' as soon as possible, and would fund training in China for 1,000 medical workers from SCO countries.

After the meeting, Li joined other leaders in signing and issuing a joint communiqué and approving cooperation documents covering trade and investment, industry and connectivity, as well as resolutions on SCO development.

Li's trip also included official visits to Uzbekistan (October 17-18) and Tajikistan (October 18-20); he then traveled to Russia from October 20 to 22, at the invitation of Russian Prime Minister Mikhail Mishustin, for the 31st regular meeting between the Chinese and Russian prime ministers. The itinerary was announced by a spokesperson of China's Ministry of Foreign Affairs on October 15.
