上合组织政府首脑理事会会议周一在杜尚别开幕 为期两天 印度防长辛格代表印度出席

新德里——据印度国防部新闻稿，上海合作组织成员国政府首脑（总理）理事会会议将于10月19日至20日在塔吉克斯坦首都杜尚别举行。印度国防部长拉杰纳特·辛格周一离开新德里前往杜尚别，代表印度出席会议。他在社交平台X上发文说：「启程前往杜尚别。期待代表印度出席2026年10月19日至20日在塔吉克斯坦举行的上合组织政府首脑会议。」

据印度国防部新闻稿，本次会议将聚焦加强文化、互联互通、经济、创新、投资与人文交流等领域合作，并审议上合组织财务与机构运作的进展、考虑相关决定。新闻稿称，印度持续积极参与上合组织各机制，并通过初创与创新、数字公共基础设施、人文交流等领域的倡议为地区合作作出贡献；会议将为印度提供与各成员国就推进务实互利合作交换意见的机会。

上一次政府首脑理事会会议于2025年11月18日在俄罗斯莫斯科举行，印度由外交部长苏杰生代表出席。（GSM 据ANI报道）

SCO Heads of Government Meeting Opens in Dushanbe on Monday for Two Days; India's Defence Minister Rajnath Singh Attends

New Delhi — The Council of Heads of Government (CHG) of the Shanghai Cooperation Organisation will meet in Dushanbe, Tajikistan, on October 19-20, according to India's Ministry of Defence. Defence Minister Rajnath Singh left New Delhi on Monday to represent India at the meeting. In a post on X, Singh said: "Leaving New Delhi for Dushanbe. Looking forward to representing India at the SCO Heads of Government (HoG) meeting in Tajikistan on 19-20 October 2026."

According to the ministry's press release, the meeting will focus on strengthening cooperation in culture, connectivity, economy, innovation, investment and people-to-people ties, besides reviewing progress in the organisation's financial and institutional functioning and considering related decisions. India remains actively engaged in various SCO mechanisms and continues to contribute to regional cooperation through initiatives in areas such as start-ups and innovation, digital public infrastructure and people-to-people exchanges, the release said, adding that the meeting will provide an opportunity for India to exchange views with other member states on advancing practical and mutually beneficial cooperation.

The previous CHG meeting was held in Moscow, Russia, on November 18, 2025, where India was represented by External Affairs Minister S. Jaishankar. (GSM, based on ANI reporting)
