跟进：马来西亚国王称纳吉布特赦令「清楚明确」、质疑即属违抗王命：总检察署称将提请法院厘清
吉隆坡—马来西亚国家王宫11月7日就前总理纳吉布·拉扎克的居家服刑争议发表声明。国王苏丹依布拉欣给予纳吉布的有条件特赦令「清楚、明确、毫无含糊之处」，声明说，这道命令与纳吉布涉及的其他案件无关，特赦所附的全部条件已经满足；质疑这道命令的说法，等同于违抗国王的命令。声明还说，特赦权是马来西亚联邦宪法第42条赋予国王的特权，须依照君主立宪与法治原则受到尊重。
王宫声明针对的是总检察署前一天的暂缓动作。纳吉布所属的巫统11月6日代他缴清5000万林吉特罚款后，吉隆坡高等法院已批准他回家服完剩余刑期，总检察署却以特赦令与法院释放令的法律解释存疑为由，叫停了把他移送回家的安排，纳吉布继续留在加影监狱。总检察署11月7日回应称，它并无违抗王命之意：争议在于，法院的释放令究竟意味着纳吉布在 SRC 国际案中的六年刑期已经全部服完，还是余刑改为居家执行到2028年8月23日；这项认定还牵动他另案15年刑期（他已提出上诉）何时起算，因此有必要提请法院厘清。总检察署称，这样做是为了维护司法行政的完整性。
总理办公室同日表示，总检察长 Mohd Dusuki Mokhtar 将觐见国王请罪，并表明执行特赦令的意愿；总理安瓦尔·易卜拉欣已指示他立即觐见国王，解释上述法律问题。纳吉布的律师则要求立即执行移送，把他送回位于吉隆坡的住所开始居家服刑。
纳吉布自2022年8月起在加影监狱服刑。这次特赦只涉及他 SRC 国际案的六年刑期，不涉及他在一个马来西亚发展有限公司（1MDB）主案中被判的15年刑期。

Follow-Up: Malaysia's King Calls the Najib Pardon Order "Clear and Unambiguous"; the Attorney-General's Chambers Defends Seeking Court Clarification
KUALA LUMPUR — Malaysia's national palace, Istana Negara, issued a statement on November 7 on the dispute over former Prime Minister Najib Razak's house arrest. The conditional pardon granted by King Sultan Ibrahim is "clear, explicit and free from any ambiguity," the statement said; it is not linked to any other cases against Najib, and all the conditions attached to the pardon have been fulfilled. Any argument questioning the order, the palace said, amounts to defying the King's command. The power of pardon under Article 42 of the Federal Constitution is a royal prerogative that must be respected in accordance with the constitutional monarchy and the rule of law.
The palace statement responded to the Attorney-General's Chambers' move the day before. After Najib's party, UMNO, paid his RM50 million fine on November 6 and the Kuala Lumpur High Court cleared him to serve the rest of his sentence at home, the Chambers suspended the transfer, citing unresolved legal questions over the pardon and the court's order; Najib remains in Kajang Prison. The Chambers said on November 7 that it had no intention of defying the King. The issue, it said, is whether the High Court's discharge order means Najib's six-year sentence in the SRC International case has been fully served, or whether the remainder is to be served under house arrest until August 23, 2028. That determination also affects when his separate 15-year sentence, which he is appealing, would begin, so judicial clarification is necessary, it said, to uphold the integrity of the administration of justice.
The Prime Minister's Office said the same day that Attorney-General Mohd Dusuki Mokhtar would seek an audience with the King to apologise and affirm his commitment to implementing the pardon order; Prime Minister Anwar Ibrahim had instructed him to seek an immediate audience to explain the legal questions. Najib's lawyers, for their part, demanded his immediate transfer to his Kuala Lumpur residence to begin house arrest.
Najib has been in Kajang Prison since August 2022. The pardon covers only his six-year sentence in the SRC International case, not the 15-year sentence imposed in the main 1Malaysia Development Berhad (1MDB) case.
