位于加州洛杉矶县洛杉矶市港区的Vincent Thomas Bridge已于11月7日正式封闭，桥面更换工程启动。洛杉矶市议员蒂姆·麦奥斯克（Tim McOsker）当日发表声明说，经过多年筹备，大桥封闭给港区居民、工作者与出行者带来一段困难的调整期：每天有数以万计的卡车与乘用车依赖这座桥，即便不使用大桥的人，也应预期港区一带车流增加，他尤其担心Wilmington社区受到的影响。

麦奥斯克说，他从一开始就向加州交通厅（Caltrans）明确：如果把车流从桥上引到社区，就有义务保护住在这里的人。其办公室坚持要求Caltrans在封闭前先修复绕行路线沿线道路、工程结束后再修复一次；协助Caltrans制定绕行方案，尽量让车流避开Wilmington的住宅街道；并协调洛杉矶市交通局（LADOT）派员指挥交通、执行限制，对驶离指定路线进入居民区的卡车司机开罚单。

封闭期间，往返Terminal Island的两条主要替代路线是Long Beach国际门户大桥（Long Beach International Gateway Bridge）与Terminal Island高速公路（103/47号）。麦奥斯克呼吁卡车司机尽量使用Long Beach国际门户大桥、留在高速公路系统内；所有驾驶者应预留额外出行时间，出发前查看Caltrans QuickMap的实时路况。居民如发现卡车驶离指定绕行路线、进入住宅街道，可拨打洛杉矶警察局南交通分局电话(323) 421-2577举报。

麦奥斯克表示，封闭期间其办公室将与Caltrans、LADOT及洛杉矶港保持密切协调，监测交通并回应社区出现的问题；Caltrans已承诺在工程全程按需要随时调整安排。

Follow-Up: Vincent Thomas Bridge Now Closed; Councilmember McOsker Urges Protection for Wilmington as Harbor Detours Begin

The Vincent Thomas Bridge in the Harbor Area of Los Angeles, Los Angeles County, California, was formally closed on November 7 as its deck replacement project got underway. Los Angeles Councilmember Tim McOsker said in a statement that day that, after years of planning, the closure begins a difficult adjustment for everyone who lives, works and travels through the Harbor Area: tens of thousands of trucks and passenger vehicles rely on the bridge every day, and even those who do not use it should expect more traffic throughout the Harbor Area — a burden he said he is particularly concerned will fall on Wilmington.

McOsker said he had made it clear to the California Department of Transportation (Caltrans) from the beginning: if traffic is directed off the bridge and into local communities, Caltrans has an obligation to protect the people who live there. His office insisted that Caltrans repair roads along the detour routes before the closure and repair them again after the project is complete, helped Caltrans establish detours designed to keep traffic out of Wilmington's residential streets, and coordinated for Los Angeles Department of Transportation (LADOT) officers to direct traffic, enforce restrictions and cite truck drivers who leave designated routes and enter neighborhoods.

During the closure, the two main alternatives for getting on and off Terminal Island are the Long Beach International Gateway Bridge and the Terminal Island Freeway (103/47). McOsker encouraged truck drivers to use the Long Beach International Gateway Bridge to stay on the freeway system, and all drivers to allow extra travel time and check Caltrans QuickMap conditions before heading out. Anyone who sees trucks leaving designated detour routes and entering residential streets can call the Los Angeles Police Department's South Traffic Division at (323) 421-2577.

McOsker said his office will stay in close coordination with Caltrans, LADOT and the Port of Los Angeles throughout the closure to monitor traffic and respond to problems, and that Caltrans has committed to making adjustments wherever needed.

As GSM reported earlier, the full closure began in the early hours of November 7 and is expected to last about 16 months; the roughly $750 million project will replace the aging deck and upgrade safety features and seismic sensors, targeting a reopening in early March 2028.
