Follow-Up: One Dead, 117 Rescued in Georgia-Tennessee 1,000-Year Flood as Storm Moves Up East Coast

The catastrophic, 1-in-1,000-year flood that struck the Georgia-Tennessee border mountains on November 5 has now been confirmed to have killed one person, according to the Associated Press. Murray County, Georgia, Sheriff Jimmy Davenport said on Friday that Julie Barrs, 56, died while apparently trying to drive her vehicle through floodwaters. As of Friday afternoon, state officials said at least 117 people had been rescued across the two states.

The National Weather Service measured 10.28 inches of rain in six hours and 11.19 inches in 12 hours over the Blue Ridge watershed of northern Georgia into Thursday morning, a 12-hour total it classifies as a 1-in-1,000-year rainfall — an event with about a 0.1 percent chance of occurring in any given year. The Toccoa River, which flows through McCaysville in Fannin County, Georgia, and becomes the Ocoee River across the line in Tennessee, crested at a record 18.05 feet, and the weather service issued a rare flash flood emergency for Copperhill, Tennessee.

Georgia Governor Brian Kemp declared a state of emergency for Fannin, Gilmer, Murray and Union counties, and Polk County, Tennessee, also declared an emergency. A U.S. Geological Survey team from Knoxville was deployed to examine the Ocoee River and repair a damaged stream gauge near Copperhill, while the Tennessee Valley Authority managed high water at three hydroelectric dams. It was the second disastrous flood in three months for the communities; an August flood was categorized as a 1-in-500-year event.

The storm system moved up the Atlantic coast on Friday, bringing flood advisories from North Carolina to Massachusetts: 4 to 6 inches of rain flooded roadways and stranded cars in Norfolk, Virginia, and flooding was reported in Falmouth on Cape Cod and in Brockton, south of Boston. Heavy rain was wrapping up along the Northeast coast on Saturday, with cleanup and rebuilding under way in McCaysville and Copperhill and no rain expected in the affected area over the next week.

Relief efforts have also moved forward: the Georgia Emergency Management Agency said 97 of the rescues were in Fannin County alone. Fannin County emergency officials have opened a donation drop-off point that, starting November 7, accepts relief supplies daily from 8 a.m. to 5 p.m. at 289 Blue Ridge Avenue in McCaysville for affected residents.
