UK Plans Wider Facial Recognition at Hubs and Ports: 10,264 Observations at Holyhead as Government Drafts Oversight Law
The UK government is developing plans to expand its use of artificial intelligence-powered facial recognition cameras to transport hubs, ports and major public events as part of immigration enforcement, using live facial recognition to identify people facing removal, those subject to deportation orders and individuals sought for immigration-related offences, according to updated government documents.
Trials at Holyhead Port in North Wales recorded 10,264 facial observations between November 2025 and February 2026. The Home Office states that the technology does not automatically authorise arrests or detention, with decisions remaining the responsibility of immigration officers, that biometric data from individuals who do not trigger an alert is automatically deleted, and that deployments must be authorised, necessary and proportionate.
Separately, a government announcement on November 4 outlined plans for new legislation governing law enforcement facial recognition, alongside an independent oversight body and stronger requirements for accuracy and bias testing. The proposals are not yet law, and no nationwide installation schedule, airport list or total cost has been confirmed.
