Canada Aims to End Homelessness in 10 Years: Carney Puts C$17.8 Billion Over a Decade, Winnipeg Gets 2,000 Homes First

Canadian Prime Minister Mark Carney announced in Winnipeg, Manitoba, on November 6 that the federal government will set out to eliminate homelessness within 10 years. Carney said governments and communities have tried for decades to address the crisis, but efforts were too often inadequately resourced, poorly co-ordinated and not sustained, and that he chose Manitoba as his first stop after the budget because a plan is already in place there.

Under the federal budget released the previous day, Ottawa will spend C$11.2 billion over four years starting next year and C$17.8 billion over 10 years to tackle homelessness, which the budget estimates affects about 65,000 Canadians. Winnipeg receives at least C$1 billion in new money first, toward 2,000 new housing units and a Centre for Mental Health and Addictions, with Manitoba committing C$84 million a year to support what Ottawa builds.

The announcement was held at Wehwehneh Bahgahkinahgohn, the former Hudson's Bay store in downtown Winnipeg being transformed by the Southern Chiefs' Organization into an Indigenous hub of housing and services.
