Philadelphia Voters Approve Charter Change With Nearly 84 Percent, Making Arts Office a Permanent City Agency
PHILADELPHIA, Philadelphia County, Pennsylvania - Philadelphia voters approved a charter amendment by an overwhelming margin in the November 3 election, making the city's Office of Arts and Culture a permanent agency of city government and ending 40 years of uncertainty over whether a mayor might abolish it. Unofficial returns showed 367,515 votes in favor and 71,993 against, an approval rate of nearly 84 percent, with final results still awaiting city certification. The office, named Creative Philadelphia and formerly the Office of Arts, Culture and the Creative Economy, is the city's central agency for arts and culture and is led by Chief Cultural Officer Valerie Gay. A 2024 report by the Greater Philadelphia Cultural Alliance put the economic impact of the region's arts sector at about $3.3 billion. A 2026 study of ten U.S. cities, however, found that Philadelphia's per-capita local arts funding fell the most of the ten between 2019 and 2024, and the city's fiscal 2027 budget cut the Philadelphia Cultural Fund from $5 million to $3.5 million and support for the Mural Arts program from $5.1 million to $3.7 million. With the charter change approved, Creative Philadelphia's place in city government is now guaranteed by the charter rather than resting on any mayor's tenure.
