Follow-Up: Judge Pauses Trump's Arch for 14 Days as White House Unveils Renderings Dubbing It the Military Triumphal Arch

President Donald Trump's proposed triumphal arch in Washington took another turn this week. Hours after the National Capital Planning Commission voted on November 5 to approve the project, U.S. District Judge Tanya Chutkan issued a 14-day restraining order pausing construction. On November 6, the White House shared new renderings that recast the proposed 250-foot arch, planned near the entrance of Arlington National Cemetery, as the Military Triumphal Arch, a tribute to the nation's military heritage.

The animated renderings show a trio of gilded, winged statues above the words "GOLDEN AGE OF AMERICA," written in gold letters set against stone, with a flame emanating from a torch held by one of the winged female figures. The White House shared the renderings from the United States Triumphal Arch Foundation, whose listed chairman is former Trump-appointed ambassador Randy Evans. Trump previously justified the arch as a "military complex" to be used for drones and snipers; the new renderings indicate the arch is also now dedicated to the nation's military history.

In her restraining order, Judge Chutkan said construction would last about three years and "disrupt traffic, create noise, result in large-scale excavation, and more." The planning commission voted after hearing from about 100 opponents, including Democratic lawmakers. The attorneys general of Virginia and the District of Columbia have sued to prevent construction, saying the arch will irreparably damage the skyline of the nation's capital and surrounding areas, including Arlington National Cemetery and the nearby Lincoln Memorial. Some aviation experts have also raised safety concerns given its proximity to Reagan Washington National Airport, though the Federal Aviation Administration greenlit the project in September.

White House spokesman Davis Ingle said on November 6 that the federal ruling came from "an activist district court," adding: "We are confident we will be fully vindicated as this litigation proceeds and look forward to seeing the completion of this magnificent Arch — a tribute to 250 years of American greatness." The Trump administration contends Congress approved the arch more than 100 years ago when it also authorized construction of a bridge across the Potomac River. Construction is expected to take two to three years, according to Interior Department documents submitted to the planning commission on November 5.

Earlier in this series: the Interior Department submitted the arch's final design to the planning commission in October, with the structure planned for Memorial Circle at the western end of Arlington Memorial Bridge; veterans then sued to halt it, and Virginia and the District of Columbia filed a joint suit to block construction, all previously reported by GSM. The commission's approval, the court's immediate pause and the White House's rebranding are the project's first judicial halt since approval, and what happens next depends on the litigation after the 14-day order expires.
