美国社会保障局恢复行政工资扣押：2020年疫情暂停后重启追缴欠付债务
美国社会保障局11月5日更新其计划政策指令，宣布将恢复向符合条件的欠款人的雇主发出「行政工资扣押」（Administrative Wage Garnishment，AWG）文件包，指示雇主扣留欠款雇员的一部分工资，用于追缴其欠付的债务。
根据1996年《债务催收改进法》，联邦机构无需取得法院命令，即可对拖欠债务者扣押其最高15%的可支配工资。社会保障局于2020年3月因新冠疫情带来的经济困难暂停了行政工资扣押，此次更新意味着这一追缴手段在暂停多年后重新启用。
本次更新涉及社会保障局《计划操作手册系统》的两份传送件：一份是第二、第十六与第十八篇超付通则的第一部分（SI 02221 TN 88），另一份是补充保障收入（SSI）超付追缴程序（SI 02220 TN 143）。更新同时包含系统与计划层面的改进，要求该局的政策与程序作出相应调整。
超付是指社会保障局向受益人多付了其应得金额之外的款项，相关款项依法需要追回。

Social Security Administration to Resume Administrative Wage Garnishment After Pandemic-Era Pause
The U.S. Social Security Administration updated its program policy instructions on November 5, announcing that it will resume issuing Administrative Wage Garnishment (AWG) packages to the employers of eligible debtors. The packages direct employers to withhold a portion of an employee's wages to recover delinquent debts.
Under the Debt Collection Improvement Act of 1996, federal agencies may administratively garnish up to 15 percent of a delinquent debtor's disposable pay without obtaining a court order. The Social Security Administration suspended administrative wage garnishment in March 2020 because of the economic hardships associated with the COVID-19 pandemic; the update restarts the collection tool after a pause of more than six years.
The update covers two Program Operations Manual System transmittals — general information on Title II, Title XVI and Title XVIII overpayments (SI 02221 TN 88) and recovery procedures for Supplemental Security Income overpayments (SI 02220 TN 143) — and includes system and program enhancements requiring corresponding updates to agency policies and procedures.
An overpayment is money the agency paid a beneficiary beyond the amount due, which by law must be recovered.
