法国国民议会458票对0票否决2027年预算收入部分：原始文本送交参议院，赤字目标5%
法国巴黎消息，法国国民议会 11 月 4 日星期三一读否决 2027 年财政法案的收入部分，458 名议员投下反对票，无人赞成，另有 2 人弃权。按议事规则，收入部分被否决即整个法案文本在一读作废，政府将把未经议会修改的原始文本送交参议院审议。
国民议会官方投票记录显示，投反对票的 458 名议员来自各党派。议员们在约两周的辩论中大幅改写了政府文本，删去了退休人员税收减免上限下调、地方政府预算削减、对大企业加税等内容，也通过了一系列修正案；但改写后的文本最终未能获得任何一票支持。
按程序，参议院将从 11 月 20 日起审议政府的原始文本，收入部分的条款定于 11 月 23 日审议；两院随后协商，力争在年底前达成最终文本。政府总理塞巴斯蒂安·勒科尔尼提出的方案要求把 2027 年公共赤字降至国内生产总值的 5%，今年预计为 5.4%，财政整顿规模约 540 亿欧元。
表决在全国大罢工前夜进行。法国媒体指出，勒科尔尼政府接下来可能动用宪法第 49.3 条强行推动预算，由此面临新的不信任投票风险。
French Assembly Rejects 2027 Budget Revenue Section 458-0, Sending Original Text to Senate; Deficit Target at 5%
PARIS — France's National Assembly on Wednesday, November 4, rejected the revenue section of the 2027 finance bill at first reading, with 458 deputies voting against, none in favor and two abstaining. Under parliamentary rules, rejection of the revenue section voids the entire bill in the lower house, and the government will send the Senate its original, unamended text.
The official voting record shows the 458 votes against came from across party lines. Over about two weeks of debate, deputies had heavily rewritten the government's text, removing a planned cut to the tax allowance for pensioners, cuts to local authority budgets and an extra tax on large companies, and adopting a string of amendments; the rewritten text ultimately won no support.
Under the legislative timetable, the Senate will begin examining the government's original text on November 20, with the revenue articles due for examination on November 23, and the two chambers will then negotiate toward a final text before the end of the year. Prime Minister Sébastien Lecornu's plan calls for bringing the public deficit down to 5 percent of gross domestic product in 2027, from an expected 5.4 percent this year, a fiscal effort of roughly 54 billion euros.
The vote came on the eve of a nationwide general strike. French media note that the Lecornu government may now resort to Article 49.3 of the Constitution to push the budget through, a move that would expose it to a fresh no-confidence vote.
