北卡罗来纳州州长乔希·斯坦11月5日宣布，北卡获得美国财政部认证的204个人口普查区正式成为新一批“机会区”，相关认定将于2027年1月1日起生效。机会区是联邦经济发展项目，通过税收优惠吸引长期私人投资进入低收入社区，带动就业、企业增长、社区复兴与住房供应。州长斯坦表示，该项目有机会为全州城乡困境社区带来新投资，新的机会区将使联邦、州、地方与私人伙伴携手合作，最大程度发挥其吸引投资、强化社区的潜力。据北卡商务部介绍，全州在公众意见征集期共收到340份提名，评审依据包括提名者的机构角色、与州指导原则的契合度，以及各地区发展潜力与经济需求的全州数据；县市官员与负有经济发展职责的官员提交的意见获得更大权重。在204个获提名普查区中，全州93个符合条件的县各至少获得一个提名，共占93个；另有103个按各县人口占比分配；其余8个按农村一级（经济最困难）县的发展潜力与经济需求分配。北卡商务厅长李·利利表示，未来十年，这些认定可作为吸引私人投资、改善困境与受灾社区状况的工具。2026年1月公布的2020至2024年美国社区调查数据显示，全州807个人口普查区符合第二轮机会区资格；同年9月财政部又新增6个合格普查区，使合格总数增至813个、提名上限增至204个。204个普查区完整名单已公布在北卡商务部机会区网站上。

North Carolina's 204 New Opportunity Zones Win Federal Certification, Effective January 1, 2027
North Carolina Governor Josh Stein announced on November 5 that 204 census tracts in the state have been certified by the U.S. Department of the Treasury as a new round of Opportunity Zones, with the designations taking effect on January 1, 2027. Opportunity Zones are a federal economic development program that uses tax incentives to attract long-term private investment into low-income communities, spurring jobs, business growth, community revitalization and housing supply. Stein said the program can bring new investment to distressed communities in urban and rural areas alike, and that the new zones will let federal, state, local and private partners work together to maximize their potential to attract investment and strengthen communities. The state Department of Commerce said 340 nominations were received during the public comment period, reviewed based on the nominator's institutional role, alignment with state guiding principles, and statewide data on development potential and economic need, with submissions from county and municipal officials and those with economic development responsibilities given greater weight. Of the 204 tracts, each of the state's 93 eligible counties received at least one, accounting for 93; another 103 were allocated by county population share, and the remaining eight went to rural Tier One (most distressed) counties based on development potential and economic need. Commerce Secretary Lee Lilley said the designations can serve over the next decade as a tool to attract private investment and improve conditions in distressed and disaster-affected communities. American Community Survey data for 2020-2024, released in January 2026, showed 807 census tracts statewide eligible for the second round of Opportunity Zones; in September the Treasury added six more eligible tracts, raising the total to 813 and the nomination cap to 204. The full list of the 204 tracts is published on the Department of Commerce's Opportunity Zones website.
