Anchorage Adopts Police Surveillance Rules but Leaves Plate-Reader Data Retention to Policy
The Anchorage Assembly voted 11-1 late on Nov. 4 to write rules governing the Anchorage Police Department's license plate readers and real-time crime center into the municipal code. The ordinance requires the department to adopt written policies on who may use the tools and how long data may be retained, but it rejected a proposal to restrict when police may search plate-reader data, and it did not write the department's current 14-day data deletion period into the code.
That limit remains in department policy, which the chief may adjust — though the chief must now notify the Assembly in advance of major changes. The ordinance also requires the city to publish a public report each year by June 1 with statistics on plate-reader hits, related arrests and the number of investigations in which the tools were used.
The same night, the Assembly voted 10-1 to create a one-year special committee to review police policies on use of force, de-escalation and technology. Anchorage police signed a five-year, roughly $11.8 million contract with Axon in September 2025 to build a real-time crime center able to ingest feeds from up to 750 cameras, and officers may also monitor license plate readers and drones under department policy.
