Charlotte ADU Pilot Draws 297 Applications for $1.6 Million Program, With 21 Projects Approved So Far
Charlotte, North Carolina's accessory dwelling unit (ADU) pilot has drawn far more demand than expected. According to Citizen Portal's report on the city council's housing committee meeting, the Queen City ADU pilot, launched in September 2025 with $1.6 million and designed for about 20 projects, received 297 applications, with 21 approved so far.
The program offers owner-occupants forgivable loans of up to $80,000 or 50 percent of development costs. Rents on the finished units must stay affordable, capped at 80 percent of area median income, scaled to the loan amount. ADUs are small independent homes added to single-family lots, such as backyard cottages or converted garages.
City staff said average ADU construction costs came in higher than expected, straining the pilot budget. For the next phase, staff recommend replacing first-come, first-served intake with a preference for owner-occupants, longer affordability periods and vetted contractor lists to help homeowners control building costs.
