Watchdog Report Credits New Orleans Fiscal Rebuild as Reserves Return to Nearly $140 Million
A report released last weekend by New Orleans' Bureau of Governmental Research found that the city government has steadily climbed out of a budget deficit of about $200 million inherited when the current administration took office, through fiscal controls and revenue management in 2026, with its finances markedly improved. With spending controls, better revenue collection and more than $220 million in one-time revenues and other cash sources, the city navigated its 2026 cash crisis and is expected to end the year with a modest cash surplus.
Chief Administrative Officer Joe Giarrusso said the city achieved structural budget balance faster than many expected, with nearly $140 million in the bank earning interest, roughly the minimum recommended reserve of two months of operating spending. The report also praised the city's transparency measures, including public budget and overtime dashboards, and said the 2027 budget is positioned to balance revenues and expenditures. The city said it will keep fiscal discipline to preserve room for public services and infrastructure; the report noted the recovery was the cumulative result of a year of controls, and that the council and administration must hold the balance line in the next budget.
