在俄非法采金已有华人被驱逐、重罚甚至判监禁：驻俄使馆发布提醒
中国驻俄罗斯大使馆11月1日发布消息说，俄罗斯对在其境内从事黄金等矿产开采实行严格的国家管制，外国公民在俄非法采金属于严重违法行为，已有在俄华人因此受到处罚，被处以驱逐出境、巨额罚款甚至判处监禁。
使馆表示，俄有关地区已出台或正在推动出台禁止外国公民从事采金的政策，并持续加大对非法务工或从事非法采金活动的打击力度。
使馆提醒在俄华人、企业和机构严格遵守当地法律法规，警惕“高薪淘金”骗局，切勿心存侥幸从事或参与非法采金活动。在俄从事经营活动须以正规渠道来俄，通过合法手段申办相应许可证，不得无证经营，不得破坏环境，不得以非法入境手段或滥用免签政策来俄务工，以免给自身带来安全风险、造成财产损失。
使馆还表示，依据中国《刑法》规定，中国公民在境外实施非法采矿行为、情节严重的，返回中国后仍可能被依法追究刑事责任。驻外使领馆依法维护海外中国公民、企业和机构的正当合法权益，但领事保护与协助不适用于非法活动，当事人须自行承担相应法律后果。

Chinese Embassy Warns Citizens in Russia Against Illegal Gold Mining After Deportations, Fines and Jail Terms
The Chinese Embassy in Russia said on November 1 that Russia enforces strict state control over the mining of gold and other minerals, and that illegal gold mining by foreign nationals in Russia is a serious offense. Chinese residents in Russia have already been punished for it, facing deportation, heavy fines or even imprisonment.
According to the embassy, several Russian regions have introduced, or are moving to introduce, policies banning foreign nationals from gold mining, and authorities are stepping up enforcement against illegal employment and illegal gold mining.
The embassy urged Chinese citizens, businesses and institutions in Russia to strictly observe local laws and regulations, to beware of "high-paying gold rush" scams, and not to engage in or take part in illegal gold mining. Anyone doing business in Russia should enter through regular channels and obtain the required permits through legal means, the embassy said, adding that unlicensed operations, environmental damage, illegal entry, or misuse of the visa-free policy to work in Russia can bring personal safety risks and financial losses.
The embassy also noted that under China's Criminal Law, Chinese citizens who commit illegal mining abroad may still face criminal prosecution after returning to China if the circumstances are serious. It said Chinese embassies and consulates protect the lawful rights of overseas Chinese citizens, businesses and institutions, but consular protection and assistance do not apply to illegal activities, and those involved must bear the legal consequences themselves.
