越南：11月1日起零售电价下调2% 汽油特别消费税降至零至明年3月底
越南政府10月31日宣布，自11月1日起把平均零售电价下调2%，并取消汽油的特别消费税，以支持经济稳定、降低家庭与企业的成本。
政府声明说，平均零售电价将降至每千瓦时2159.9越南盾（约0.085美元），不含增值税。汽油特别消费税将从7%至10%降至零，期限从11月1日至明年3月底。
政府说，这一决定旨在帮助维持宏观经济稳定，同时支持社会福利与商业活动。
越南今年的经济增长目标在10%以上，而要实现这一目标，第四季度增长必须高于12.5%。电价与燃油税的下调将在第四季度直接减轻生产与生活成本。
Vietnam: Retail Electricity Price Cut 2 Percent and Gasoline Tax Removed From November 1
Vietnam will cut its average retail electricity price by 2 percent and remove its special consumption tax on gasoline from November 1 to support economic stability and reduce costs for households and businesses, the government said on October 31.
The average retail tariff will fall to 2,159.9 dong ($0.085) per kilowatt-hour, excluding value-added tax, the government said in a statement. Its special consumption tax on gasoline will be cut to zero from 7 to 10 percent from November 1 until the end of March next year.
The decision was intended to help maintain macroeconomic stability while supporting social welfare and business activity, the government said.
Vietnam targets economic growth of above 10 percent this year, and fourth-quarter growth must be higher than 12.5 percent to meet that target, making the price and tax cuts a direct cost relief for production and households in the final quarter.
