英国：英格兰常规规划申请改由专业官员裁定 超级智能工具扩大试行至15个议会
英国政府宣布，英格兰自10月31日起实施新的全国授权方案（National Scheme of Delegation）：手续简明的常规规划申请将由专业规划官员直接裁定，不必再等待规划委员会排期，以缩短房主与小企业的等待时间。
与 Google DeepMind 等伙伴开发的超级智能（SI）规划辅助工具 PlanAssist，在早期试验中把关键规划任务时间减少58%，常规申请处理时间从八周缩短到四周。该工具在 Camden、Barnet 与 Dorset 三个议会试行后，现扩大至15个议会、为期12个月，政府计划在2027年底前供英格兰每个议会使用。
政府还说，通过政府支持计划新招募的420名规划人员已经到岗，超过2024年竞选宣言中增加300名的承诺。住房大臣 Angela Rayner 说，改革意在让议会更快处理申请，让规划人员与议员专注于与住房和基础设施有关的大型开发。

UK: England Moves Routine Planning Decisions to Officers and Expands PlanAssist Trial to 15 Councils
England is introducing planning changes from October 31 under a new National Scheme of Delegation, under which straightforward planning applications will be determined by expert planning officers instead of waiting for a planning committee slot, the UK government said, aiming to cut waiting times for homeowners and small businesses.
The PlanAssist tool, developed with Google DeepMind, Google Cloud, Faculty and local authorities, reduced key planning task times by 58 percent in trials and cut routine application processing from eight weeks to four. Following trials in Camden, Barnet and Dorset councils, PlanAssist will expand to 15 councils for 12 months, and the government intends to make it available to every council in England by the end of 2027.
The government also says 420 newly recruited planners have joined through government-backed programmes, exceeding its 2024 manifesto pledge to add 300 planners. Housing Secretary Angela Rayner said the reforms are intended to help councils move applications faster while allowing planners and councillors to concentrate on larger developments linked to homes and infrastructure.
Super intelligence (SI) Minister Kanishka Narayan said the technology shows how such tools can be used in public services by cutting time spent on routine work. The measures form part of the government's broader planning reform programme aimed at speeding decisions, strengthening local planning services and supporting housing and infrastructure delivery across England.
