十一国与欧盟联合声明：继续制裁朝鲜海外劳工与网络活动
加拿大全球事务部10月28日发布联合声明：澳大利亚、加拿大、法国、德国、意大利、日本、荷兰、新西兰、韩国、英国、美国以及欧盟表示，将继续对北朝鲜（朝鲜）实施制裁，重点针对朝鲜海外劳工、恶意网络活动，以及朝鲜与俄罗斯之间非法的军事合作。
声明说，今年10月，欧盟、澳大利亚和美国依据“多边制裁监测组”的报告，针对上述行为实施了一系列新的制裁。该监测组2024年10月成立，其第三份报告于2026年9月发布，内容正是朝鲜的海外劳工问题。此前，俄罗斯于2024年否决了联合国安理会1718委员会专家小组的延期，专家小组随之解散，多国另设这一监测机制填补空白。
签署方说，朝鲜的海外劳工以各种名目在多国挣取外汇，收入被用于平壤的武器计划；其网络人员则通过远程就业和加密货币盗窃等手段牟利。声明呼吁所有国家按联合国安理会决议遣返朝鲜劳工，并加强对朝鲜网络活动的防范。
声明重申，签署方致力于实现朝鲜半岛完全、可核查的无核化，并呼吁平壤重返对话。
Eleven Countries and EU Vow Continued Sanctions on North Korean Overseas Workers and Cyber Activity
Global Affairs Canada on October 28 released a joint statement in which Australia, Canada, France, Germany, Italy, Japan, the Netherlands, New Zealand, the Republic of Korea, the United Kingdom and the United States, together with the European Union, pledged to maintain sanctions on North Korea (the DPRK), targeting its overseas workers, malicious cyber activity and unlawful military cooperation with Russia.
The statement said the EU, Australia and the United States implemented new sanctions during October, drawing on reports of the Multilateral Sanctions Monitoring Team (MSMT). The team's third report, published in September 2026, covered DPRK overseas labour. The MSMT was established in October 2024 after Russia's 2024 veto ended the mandate of the UN Security Council's 1718 Committee Panel of Experts.
The signatories said North Korean overseas workers earn foreign currency that funds Pyongyang's weapons programmes, and its cyber operatives profit from remote IT work and cryptocurrency theft. They called on all states to repatriate DPRK workers as required by UN Security Council resolutions and to guard against North Korean cyber operations.
The statement reaffirmed the goal of the complete and verifiable denuclearisation of the Korean Peninsula and called on Pyongyang to return to dialogue.
