美国联邦紧急事务管理局（FEMA）10月29日在华盛顿宣布，批准逾10亿美元灾后资金，通过公共援助与防灾减灾拨款计划，支持全国各地社区的灾后恢复、重建与韧性建设。资金面向州、地方社区、部落与领地，帮助各地修复受损基础设施、恢复公共设施，并降低未来灾害造成的损失。

FEMA表示，加快批准各地急需的恢复资金、同时确保纳税人资金用在能切实提升安全与韧性的项目上，是本轮拨款的重点。这也是该局近期系列全国灾后拨款中的最新一笔。

FEMA Approves More Than $1 Billion in Post-Disaster Funding for Recovery and Mitigation Projects Nationwide
The Federal Emergency Management Agency (FEMA) announced in Washington on October 29 the approval of more than $1 billion in post-disaster funding under its Public Assistance and Hazard Mitigation Grant Program programs, supporting recovery, rebuilding, and resilience projects in communities across the nation. The funding empowers states, local communities, Tribal Nations, and territories to recover from past disasters and protect infrastructure from future events.
Under the Public Assistance program, state and local governments and certain private nonprofits are reimbursed for repairs to critical infrastructure, restoration of public buildings, road repairs, and costs incurred to protect public health and safety after a disaster. The Hazard Mitigation Grant Program supports proactive measures such as acquiring hazard-prone properties, elevating structures against floods, improving drainage, building safe rooms, and upgrading utilities. FEMA obligates the funding to states, Tribal Nations, and territories, which are responsible for ensuring the funds are dispersed to local subrecipients.
FEMA said the approvals reflect its push to deliver recovery funding to communities as quickly as possible while ensuring taxpayer money goes to projects that deliver safety and security. The announcement is the latest in a series of nationwide post-disaster funding approvals by the agency.
