欧盟委员会发布执法培训可行性研究：全欧约869个培训项目，仅两成一线机构认为现有培训足够、约17万人待训
欧盟委员会10月28日在布鲁塞尔发布《欧盟执法培训可行性研究》，这是自2013年以来对全欧执法培训格局的首份全面梳理。研究将培训分为三个互补层级：国家层面约507个项目、区域层面（涉及两个以上欧盟国家）约104个项目、欧盟层面约258个项目。
研究显示，仅约20%的欧盟一线执法机构认为现有欧盟层面培训足够，全欧仍有约170,000名执法人员需要培训；培训格局仍然碎片化。欧盟层面的培训帮助各国把申根信息系统（SIS）、出入境系统（EES）与 Europol 的 SIENA 安全信息交换网络等欧盟工具转化为实操能力，并在国家培训能力有限之处补缺。
研究提出以欧盟执法培训署（CEPOL）为协调核心的可持续模式，并强调 CEPOL 与欧盟以外伙伴的培训合作有助于提升对邻国局势的感知、双向学习与长期伙伴关系，从而服务欧盟内部安全。
European Commission Publishes Law Enforcement Training Study: 869 Programmes Mapped, Only 20% of Authorities Say Training Is Sufficient
The European Commission published the Feasibility Study on Law Enforcement Training in the EU in Brussels on October 28, the first comprehensive overview of training for law enforcement across the EU since 2013. The study maps training at three complementary levels: around 507 programmes at national level, around 104 at regional level involving two or more EU countries, and around 258 at EU level.
Only around 20% of operational authorities in the EU consider current EU law enforcement training sufficient, while approximately 170,000 law enforcement officials across the EU still require training, and the landscape remains fragmented, the study found. Training at EU level helps translate EU tools such as the Schengen Information System (SIS), the Entry-Exit System (EES) and Europol's Secure Information Exchange Network Application (SIENA) into operational practice, and fills gaps where national training capacities are limited.
The study points to a sustainable model placing CEPOL, the EU Agency for Law Enforcement Training, at the heart of coordination, and highlights CEPOL's cooperation beyond the EU, where training and knowledge-sharing with partners can enhance situational awareness, promote two-way learning and build long-term trusted partnerships for EU security.
