印度与墨西哥签署职权范围、正式启动优惠贸易协定谈判：涵盖货物市场准入、原产地规则与海关程序
印度商务与工业部10月28日在新德里宣布，印度与墨西哥已签署优惠贸易协定（PTA）谈判的职权范围（Terms of Reference），正式启动谈判；该文件确立了谈判的框架、范围、方式与路线图，目标是达成一项互利、平衡的协定，扩大双边贸易、创造商业机会、促进投资流动，并建设更有韧性、更多元的供应链。
该倡议源于2025年6月加拿大七国集团峰会期间，印度总理 Narendra Modi 与墨西哥总统 Claudia Sheinbaum 会晤时就深化两国伙伴关系达成的共识。签署前，印度商务秘书 Rajesh Agrawal 访问墨西哥，与墨西哥外贸副部长 Luis Rosendo Gutiérrez Romano 举行会谈；Romano 代表经济部长 Marcelo Ebrard Casaubon 出席。
职权范围涵盖货物市场准入、原产地规则、海关程序与贸易便利化、争端解决、卫生与植物检疫措施、技术性贸易壁垒及贸易救济等关键谈判领域。商务部表示，签署只是启动谈判，现阶段尚不引入任何关税减让。
India and Mexico Sign Terms of Reference to Launch Preferential Trade Agreement Negotiations
India's Ministry of Commerce and Industry announced in New Delhi on October 28 that India and Mexico have signed the Terms of Reference for negotiations on a Preferential Trade Agreement (PTA), formally launching the talks. The document establishes the framework, scope, modalities and roadmap for negotiations aimed at a mutually beneficial and balanced PTA with the potential to expand bilateral trade, create business opportunities, enhance investment flows and contribute to resilient and diversified supply chains.
The initiative follows the understanding reached between Prime Minister Narendra Modi and Mexican President Claudia Sheinbaum during their meeting on the sidelines of the G7 Summit in Canada in June 2025, when the two leaders agreed to further strengthen and deepen the India-Mexico partnership. During the visit of Commerce Secretary Rajesh Agrawal, the two delegations discussed bilateral relations and opportunities to expand trade and investment, with Mexico's Undersecretary of Foreign Trade, Luis Rosendo Gutiérrez Romano, participating on behalf of Secretary of Economy Marcelo Ebrard Casaubon.
The Terms of Reference cover market access for goods, rules of origin, customs procedures and trade facilitation, dispute settlement, sanitary and phytosanitary measures, technical barriers to trade and trade remedies. The ministry noted that the signing starts the negotiations and does not itself introduce any tariff concessions.
