美财政部延长Lukoil海外资产出售谈判期限至11月21日：凯雷退出竞购后延期
据路透社报道，美国财政部外国资产控制办公室（OFAC）已把各公司与俄罗斯石油公司 Lukoil 就收购其海外资产进行谈判的期限延长至11月21日。此次延期发生在美国私募股权公司凯雷集团（Carlyle Group）本月早些时候退出竞购之后。
华盛顿于2025年10月对 Lukoil 与俄罗斯国家石油公司（Rosneft）实施制裁，目的是削弱莫斯科为乌克兰战争筹资的能力：Lukoil 是俄罗斯第二大石油生产商，Rosneft 居第一。Lukoil 的海外资产自去年起挂牌出售，Rosneft 迄今未宣布任何剥离计划。
凯雷今年1月29日最初同意收购 Lukoil 在哈萨克斯坦以外的资产，并曾与阿布扎比的 Mubadala、XRG、IHC 等基金以及美国国际开发金融公司洽谈合作收购。Lukoil 这批资产组合最初估值约220亿美元，曾吸引至少十余家公司表达兴趣，包括埃克森美孚（Exxon Mobil）与前 Pornhub 所有者 Bernd Bergmair。

US Extends Deadline for Lukoil Foreign Asset Sale Talks to November 21 After Carlyle Drops Its Bid
The US Treasury's Office of Foreign Assets Control has extended the deadline for companies to negotiate with Russian oil major Lukoil about buying its foreign assets until November 21, according to Reuters. The extension came after US private equity firm Carlyle Group dropped its bid earlier this month.
Washington imposed sanctions in October 2025 on Lukoil, Russia's second-largest oil producer, and on Rosneft, its largest, in a bid to reduce Moscow's ability to pay for its war in Ukraine. Lukoil's foreign assets were put up for sale last year, while Rosneft has not announced any divestments.
Carlyle had initially agreed on January 29 to buy Lukoil's assets excluding those in Kazakhstan, and was in talks to partner with Abu Dhabi-based funds Mubadala, XRG and IHC, as well as the US International Development Finance Corporation. The Lukoil portfolio, initially valued at around $22 billion, had attracted interest from at least a dozen companies, including Exxon Mobil and Bernd Bergmair, a former owner of Pornhub.
