卢旺达难民上诉委员会正式开审：首周审理20多宗庇护上诉，复核移民总局决定
卢旺达基加利——卢旺达难民与寻求庇护者上诉委员会10月20日（周二）正式开始听审案件，首周将审理20多宗上诉，预计后续还有数百宗案件排期。
该委员会负责复核移民与侨民事务总局（DGIE）的决定，包括拒绝难民身份申请与撤销既有身份；当事人须在收到决定通知后30天内提出上诉。委员会依据卢旺达2024年4月19日第042/2024号难民法与相关总统令设立，在司法部的监督之下运作，但裁决保持独立。
卢旺达长期接收来自周边国家及利比亚的难民与寻求庇护者，自2019年起与联合国难民署合作运营紧急转运机制。新委员会的设立为被拒个案提供了正式的申诉渠道，被视为卢旺达庇护制度程序化的进一步举措。
Rwanda's Appeals Committee for Refugees and Asylum Seekers Begins Hearings, Taking More Than 20 Cases in Its First Week
Kigali, Rwanda — Rwanda's Appeals Committee for Refugees and Asylum Seekers formally began hearing cases on Tuesday, October 20, with more than 20 appeals scheduled in its first week and hundreds more expected to follow.
The committee reviews decisions of the Directorate General of Immigration and Emigration (DGIE), including refusals and revocations of refugee status; appellants must file within 30 days of being notified of a decision. Established under Rwanda's Law No. 042/2024 of April 19, 2024 on refugees and a related presidential order, the committee operates under the oversight of the Ministry of Justice but adjudicates independently.
Rwanda hosts refugees and asylum seekers from neighbouring countries and, since 2019, has operated an Emergency Transit Mechanism with UNHCR for people evacuated from Libya. The new committee gives refused applicants a formal channel of appeal and is a further step in proceduralising the country's asylum system.
