社保局随新生儿社保卡附「特朗普账户」说明：2025至2028年出生的合资格儿童可获财政部一次性1,000美元
美国社会保障局（SSA）10月20日在 Baltimore 宣布，通过「出生即登记」（Enumeration at Birth，简称 EAB）计划为新生儿签发的社会保障卡，今后将随卡附上一份「特朗普账户」（Trump Accounts）说明插页，向新生儿父母说明如何为孩子认领和管理这一账户。
根据社保局的说明，2025年1月1日至2028年12月31日期间出生的合资格儿童，可获得美国财政部一次性1,000美元的注资。随卡插页以简明步骤，指导父母通过「特朗普账户」官方应用认领孩子的账户。
EAB 计划允许父母在办理出生登记时一并为孩子申请社会保障号码：各州生命统计机构将出生登记信息以电子方式传送给社保局，社保局据此分配号码并寄出社会保障卡。社保局正与财政部合作，把新的账户说明插页随通过 EAB 寄出的新生儿社会保障卡一同发出。
插页指引父母和监护人分三步操作：访问 TrumpAccounts.gov 下载「特朗普账户」应用并注册；留意财政部关于激活账户、以及合资格儿童领取1,000美元注资的通知；管理账户，并可在适用限额内自行追加投入。
社会保障局局长 Frank J. Bisignano 表示，通过 EAB 流程随卡附上这份说明，是让父母「立即着手」，为孩子未来的财务基础做好准备，并用好这一积累财富的机会。他在声明中说：「通过将『特朗普账户』纳入社会保障卡的发放流程，我们正在帮助家庭从一开始就为孩子的财务未来打下坚实的基础。对许多家庭来说，孩子的第一份官方文件，如今也成为他们开启终身财务安全之旅的第一步。」
「特朗普账户」是为儿童设立的税收优惠投资账户，每名合资格儿童限开一个，父母、监护人或其他获授权者担任账户责任人与托管人。社保局称，目前已有近7,000万个「特朗普账户」为合资格儿童开立，父母或法定监护人可通过官方应用免费认领，其中2,600万个账户已收到投入；部分尚未认领的账户已先行收到捐赠者的投入，账户被认领后，亲友与雇主也可投入。孩子年满18岁后，该账户转为传统退休账户继续运作。

SSA Adds Trump Account Insert to Newborn Social Security Cards: Eligible Children Born 2025 to 2028 May Receive One-Time $1,000 Treasury Contribution
The Social Security Administration (SSA) announced in Baltimore on October 20 that Social Security cards issued to newborns through the Enumeration at Birth (EAB) program will now come with a new insert explaining Trump Accounts, giving new parents information on claiming and managing an account for their child.
Under the program described by SSA, eligible children born between January 1, 2025, and December 31, 2028, may receive a one-time $1,000 contribution from the U.S. Department of the Treasury. The insert provides straightforward instructions for claiming an eligible child's account through the Trump Accounts app.
The EAB program lets parents request a Social Security number for their child as part of the birth-registration process: state bureaus of vital statistics electronically send birth-registration information to SSA, which assigns the number and issues the card. SSA is working with the Treasury Department to include the new insert with cards mailed to newborns through EAB.
The insert directs parents and guardians to visit TrumpAccounts.gov to download the Trump Accounts app and sign up, to look for a Treasury communication about activating the account and receiving the $1,000 contribution if the child is eligible, and to manage the account, with additional contributions allowed subject to applicable limits.
Social Security Commissioner Frank J. Bisignano said including the information with cards issued through EAB gives parents the tools to get started right away on building a financial foundation for their children and to take full advantage of the wealth-building opportunity.
Trump Accounts are tax-advantaged investment accounts established for children. An eligible child may have one account, with parents, guardians, or other authorized individuals serving as the responsible party and account custodian. SSA said nearly 70 million Trump Accounts are now open for eligible children and can be claimed by parents or legal guardians through the official app, and that 26 million accounts have already received contributions, including contributions made by donors to some unclaimed accounts; once an account is claimed, friends, family, and employers can also contribute. When the child turns 18, the account remains a traditional retirement account.
