中国外交部回应美方禁用 DeepSeek：将坚决维护中国企业合法权益

10月20日，中国外交部发言人毛宁在例行记者会上回应美国政府禁用中国人工智能产品一事时表示，中方一贯反对泛化国家安全概念、将科技经贸问题政治化，将坚决维护中国企业的合法权益。

当天记者会上，法新社记者提问称，据报道，美国政府要求其联邦机构停止使用中国企业DeepSeek（深度求索）等人工智能工具，称该工具可能构成潜在威胁，例如敏感信息可能被转移至中国，中国外交部对此有何评论。毛宁在答问时作上述回应。

毛宁说：「中方一贯反对泛化国家安全概念、将科技经贸问题政治化。我们将坚决维护中国企业的合法权益。」

此前一天（10月19日），美国国土安全部依据《2018年联邦采购供应链安全法》发布指令，要求联邦文职机构停止使用DeepSeek的产品，以及第三方基于DeepSeek构建的产品与服务，并将其从所有信息技术设备中移除；该指令适用于联邦文职机构，不涵盖军方与情报部门。美国国土安全部在随附文件中称，DeepSeek的模型存在多种威胁管道，若美国政府雇员或供应商使用该工具，可能导致敏感数据被转移至中国；DeepSeek 的服务器设在中国，中国的法律赋予中国政府广泛权力、可存取民营企业基础设施。本站已于10月19日报道这项禁令。

China's Foreign Ministry Responds to US Ban on DeepSeek: Will Resolutely Safeguard Chinese Firms' Legitimate Rights

China's Foreign Ministry spokesperson Mao Ning said at a regular press conference on October 20 that China has consistently opposed overstretching the concept of national security and politicizing science, technology and trade issues, and will resolutely safeguard the legitimate rights and interests of Chinese enterprises, in response to the US government's ban on Chinese artificial intelligence products at its agencies.

At the briefing, an AFP reporter asked about reports that the US government has asked its federal agencies to stop using artificial intelligence tools from Chinese companies such as DeepSeek, claiming the tools may pose potential threats, including the possible transfer of sensitive information to China, and asked for the Chinese Foreign Ministry's comment. Mao Ning made the remarks in response.

"China has consistently opposed the overstretching of the concept of national security and the politicization of science and technology and trade issues. We will resolutely safeguard the legitimate rights and interests of Chinese enterprises," Mao said.

A day earlier, on October 19, the US Department of Homeland Security issued a directive under the Federal Acquisition Supply Chain Security Act of 2018 ordering federal civilian agencies to stop using DeepSeek's products, as well as third-party products and services built on DeepSeek, and to remove them from all information technology equipment. The directive applies to federal civilian agencies and does not cover the military or intelligence agencies. In an accompanying document, DHS said DeepSeek's models present multiple threat vectors and that if US government employees or suppliers used the tool, sensitive data could be transferred to China; the company's servers are located in China, where the legal system gives the government broad powers to access private companies' infrastructure. GSM reported the ban on October 19.

DeepSeek is a Chinese AI company whose open-source large models have drawn worldwide attention this year and become a focus of US debate over technology restrictions on China. In September, the two sides agreed to establish a communication channel for AI incidents.
