韩国金融监督院院长李灿镇在国会听证会上表示，韩国监管机构正在研究Solidigm在美国的首次公开募股（IPO）是否需要依国内规则进行审查。当被问及若Solidigm上市、监管机构将如何保护母公司SK海力士中小股东的利益时，李灿镇对议员说：「我们一直在关注此事……金融委员会和我们都判断，这违反了（双重上市的）规定。」他还表示，金融委员会一直在等待对规则的正式解释，以确定此事是否属于需要在国内进行证券登记申报的范围。
路透社今年9月曾报道，Solidigm正考虑最快明年进行IPO，这家美国子公司的估值最高可达1,500亿美元。韩国监管机构今年7月公布了收紧双重上市限制的新规，旨在保护中小股东：董事会若要在韩国或海外上市子公司，必须先取得中小股东的同意。

South Korea's Regulator Says SK Hynix Unit Solidigm's Potential US Listing Could Violate Dual-Listing Rules
Seoul — South Korea's financial regulator said on Monday that SK Hynix's (000660.KS) potential listing of US unit Solidigm could violate restrictions on dual listing, according to Reuters.
Financial Supervisory Service Governor Lee Chan-jin said at a parliamentary hearing that South Korean regulators were looking into whether Solidigm's potential initial public offering in the United States would require a review under domestic rules. "We keep monitoring the issue ... both the Financial Services Commission and ourselves judged that it is a violation of [rules on] dual listing," Lee told a lawmaker when asked how regulators would protect the interests of minority shareholders in parent SK Hynix if Solidigm went public. "The FSC has been waiting for an official interpretation of the rules on whether the issue is subject to filing for domestic securities registration," he added.
Reuters reported in September that Solidigm is considering an initial public offering as early as next year that could value the US subsidiary at up to $150 billion. South Korean regulators unveiled in July tighter rules to restrict dual listing, aiming to protect minority shareholders; boards must obtain consent from minority shareholders before listing a unit in South Korea or overseas.
SK Hynix said earlier this month it would evaluate measures to protect its shareholders in response to market concerns about a potential listing of Solidigm. SK Hynix was not immediately available to comment on Monday's remarks.
