国家档案馆公开肯尼迪遇刺案此前保密的全部记录：3月18日两批上网逾6.8万页
2025年3月18日，美国国家档案和记录管理局公开了「约翰·F·肯尼迪总统遇刺案档案全集」中此前因保密而扣留的全部记录。这批记录当晚上网公开，全部记录也可以到马里兰州大学公园市（College Park）的国家档案馆现场查阅。肯尼迪总统1963年11月22日在德克萨斯州达拉斯市遇刺身亡，这套档案全集收有逾600万页与遇刺案有关的记录、照片、影片、录音与实物，绝大部分此前已经公开，被扣留的保密部分是最后未解的一块。
按国家档案馆2025公开页面所列清单，3月18日的公开分两批上网：美东时间晚7时一批31,419页、共1,123个PDF文件，晚10时30分一批37,127页、共1,062个PDF文件，当日上网合计68,546页、2,185个文件。档案馆说，记录的数字化仍在继续，尚未上网的记录会随数字化完成陆续贴到公开页面；其后数日，档案馆又继续分批上网了更多记录。特朗普总统3月17日在预告这次公开时称将公开约8万页，这是总统本人的预告数字；档案馆在3月27日的新闻稿中把这次公开称为美国历史上规模最大的单次公开之一。
这次公开依据的是特朗普3月17日的指令，落实的是他1月23日签署的第14176号行政令。那道行政令认定，继续对肯尼迪案记录涂黑遮蔽与扣留不符合公共利益、公开早该进行，并要求国家情报总监与司法部长在15天内向总统提交肯尼迪案记录完整公开的计划、在45天内就参议员罗伯特·F·肯尼迪与马丁·路德·金牧师遇刺案的记录完成审查并提交计划。1992年国会通过的《肯尼迪遇刺案档案全集法》原要求相关记录在2017年10月26日前全部公开，除非总统证明延期实属必要；此后历届政府多次作出延期证明，这批记录的公开因此拖了多年。
档案馆在公开页面上说明，这次放出的是全集中此前因保密理由扣留的记录；法案第10节涉及的法院密封与大陪审团保密信息、第11节涉及的纳税申报信息等另有处理规定。研究者与公众可以从档案馆网站的肯尼迪档案栏目在线检索这批文件，也可以亲赴大学公园市的馆址查阅纸本与模拟介质原件。

National Archives Releases All Previously Withheld Classified Kennedy Assassination Records
On March 18, 2025, the U.S. National Archives and Records Administration released all records previously withheld for classification that are part of the President John F. Kennedy Assassination Records Collection. The records were posted online that evening, and all of them are also available for in-person review at the National Archives at College Park, Maryland. President Kennedy was assassinated on November 22, 1963, in Dallas, Texas; the collection holds over six million pages of assassination-related records, photographs, motion pictures, sound recordings, and artifacts, the vast majority previously released, with the withheld classified portion the last piece outstanding.
According to the National Archives' 2025 release page, the March 18 release was posted in two batches: 31,419 pages in 1,123 PDF files at 7 p.m. eastern time, and 37,127 pages in 1,062 PDF files at 10:30 p.m., for a total of 68,546 pages in 2,185 files posted that day. Digitization of the records continues, the Archives said, and records not yet online will be posted as they are digitized; further batches followed on later days. Previewing the release on March 17, President Trump said about 80,000 pages would be released, a figure stated by the President himself; in a March 27 news release, the Archives described the release as one of the largest single releases of records in U.S. history.
The release was made in accordance with President Trump's directive of March 17, 2025, in support of Executive Order 14176, which he signed on January 23. That order determined that the continued redaction and withholding of information from records pertaining to the assassination of President Kennedy is not consistent with the public interest and that the release of the records is long overdue, and it directed the Director of National Intelligence and the Attorney General to present, within 15 days, a plan for the full and complete release of the Kennedy records, and, within 45 days, to review the records of the assassinations of Senator Robert F. Kennedy and the Reverend Dr. Martin Luther King, Jr., and present a plan for their release. The President John F. Kennedy Assassination Records Collection Act of 1992 had required all Kennedy assassination records to be publicly disclosed in full by October 26, 2017, unless the President certified that postponement was necessary; successive administrations issued such certifications, and the release of this material was delayed for years.
The Archives notes on its release page that the records released are those previously withheld for classification in the collection; information under court seal or for grand jury secrecy, addressed in section 10 of the 1992 Act, and tax return information and certain deeded records, addressed in section 11, are governed by separate provisions. Researchers and the public can search the files online through the Archives' Kennedy assassination records pages, or review the records in hard copy and analog formats in person at College Park.
