Newsom Announces $827 Million in New Homeless Housing Grants: 37 Awards Tied to Monthly Public Reporting
The Governor's Office in Sacramento, California, announced on October 29 that Governor Gavin Newsom, speaking in downtown Los Angeles, in Los Angeles County, had unveiled the fifth round of awards under the state's Homeless Housing, Assistance and Prevention (HHAP) program: 37 California regions received more than $827 million, reaching more than 100 local communities, for permanent housing, rental and move-in assistance, case management services and rental subsidies.
The new awards carry increased accountability, transparency and compliance conditions. Cities, counties and Continuums of Care were required to apply together through Regionally Coordinated Homelessness Action Plans, explicitly stating who is responsible for which parts of their joint regional efforts. Grantees will report monthly fiscal progress, published live on the California Department of Housing and Community Development's HHAP fiscal dashboard, and upload program outcomes to the California Homeless Data Integration System quarterly. The Governor's Office said California has invested $40 billion to help communities create more housing and $27 billion to prevent and end homelessness; earlier in October the state also provided $131 million in Encampment Resolution Funds to help local governments address encampments.
Los Angeles Mayor Karen Bass, who joined the announcement, said the only way to solve homelessness is to lock arms and implement a comprehensive approach that shows results, calling HHAP critical to Los Angeles, where it has helped reduce homelessness for the first time in years. Business, Consumer Services and Housing Secretary Tomiquia Moss said the accountability built into this round ensures state investments drive real, measurable results.
