New York City Expands Community Gun Violence Prevention Program: $4.8 Million for Bushwick, Harlem and Washington Heights/Inwood With 42 New Outreach Positions
New York City, New York — Mayor Zohran Mamdani, Deputy Mayor for Community Safety Renita Francois and the Office of Community Safety announced on October 20 that the city's Crisis Management System, its community-based gun violence prevention network, will expand to three more neighborhoods: Bushwick in Brooklyn, and Harlem and Washington Heights/Inwood in Manhattan, spanning Kings County and New York County.
The expansion carries $4.8 million in previously budgeted city funding, with each full-service catchment area receiving $1.6 million. City officials said the money will support 42 new outreach positions at local organizations, including 30 roles for credible messengers — workers with lived experience of violence or the criminal justice system who mediate conflicts on the street.
The Crisis Management System is a network of community-based organizations whose outreach workers and violence interrupters identify and de-escalate disputes, support residents after violent incidents, help prevent retaliation, and connect participants with job training, employment, education, mental health care, legal assistance and mentorship.
The announcement followed a fatal shooting on October 17 at the 53rd Street and Seventh Avenue subway station in Midtown Manhattan, where 26-year-old security guard Darrel Rodriguez was shot on a platform on his way to work; the shooter has not been arrested. The city did not specify in the announcement when the expanded services will begin or which organizations will deliver them in the three neighborhoods.
