New Mexico AG Raúl Torrez Joins Five States Urging Congress Not to Advance Federal Permitting Bill Without Major Changes
ALBUQUERQUE, New Mexico — New Mexico Attorney General Raúl Torrez on November 7 joined the attorneys general of Arizona, Hawaii, Minnesota, Nevada and Oregon in a letter to Congress urging that the Bipartisan American Affordability and Jobs Act of 2026 (S.5653) not be advanced without significant changes.
The bill, introduced on September 30, 2026, would overhaul the federal permitting system across many industries, not only transmission projects. In the letter, Torrez and the other attorneys general said the current version changes too much and asked Congress to make major revisions before taking it up. The letter was signed by six attorneys general, from New Mexico, Arizona, Hawaii, Minnesota, Nevada and Oregon.
Torrez's office said permitting reform affects energy, infrastructure and many other sectors and implicates tribal and local interests, and must be handled carefully. The joint letter was released by the New Mexico Department of Justice, and Torrez's office said it will keep following the bill's progress. Congress has not yet scheduled a vote on the bill.
