印度与欧盟完成「地平线欧洲」联系国谈判：935亿欧元科研计划预计2027年1月起向印度开放参与
印度科技部 11 月 7 日通过印度新闻信息局（PIB）宣布，印度与欧盟已成功完成印度加入「地平线欧洲」（Horizon Europe）的联系国谈判。「地平线欧洲」是欧盟 2021 至 2027 年的旗舰研究与创新计划，总预算 935 亿欧元。
印度科技部说，这次联系安排是印欧研究合作迈入长期制度框架的战略一步，建立在双方已有的研发项目、《印度与欧盟科技合作协定》以及印度与欧盟贸易和技术委员会（TTC）的合作之上。联系生效后，印度的研究人员、科研机构与企业可以参与该计划的协同研究项目资助征集，接入欧洲的研究联盟与前沿研究设施。
该计划「第二支柱」的主题集群包括健康、数字技术、工业与太空、气候、能源与交通、食品与生物经济，印度科技部说，这些领域与印度的研究重点高度契合、可以发挥印度的科研优势。
谈判进程方面：双方在 2026 年 1 月 27 日印欧峰会之后启动联系可能性的探索，并在 2026 年 7 月 15 日于 Brussels 举行的贸易和技术委员会部长级会议之后正式开启谈判。联系资格预计自 2027 年 1 月起开始，但协议本身及相关正式程序尚待完成，印度目前还不是该计划的正式联系成员。
据印度科技部与欧盟方面介绍，「地平线欧洲」目前已有 20 多个非欧盟国家以联系国身份参与，包括英国、加拿大、日本、韩国与瑞士等。

India and EU Conclude Horizon Europe Association Talks: €93.5 Billion Research Programme Expected to Open to India in January 2027
India's Ministry of Science and Technology announced through the Press Information Bureau (PIB) on November 7 that India and the European Union have successfully concluded negotiations for India's association with Horizon Europe, the EU's flagship research and innovation programme for 2021-2027, which carries a total budget of €93.5 billion.
The ministry said the association marks a strategic move into a long-term institutional framework of research cooperation between the two sides, building on existing R&D projects and cooperation under the India-EU Agreement on Science and Technology Cooperation and the India-EU Trade and Technology Council (TTC). Once in effect, it will let Indian researchers, institutions and industry take part in the programme's funding calls through collaborative research projects, and gain access to European consortia and cutting-edge research infrastructure.
The thematic clusters of Pillar II of Horizon Europe - health, digital technologies, industry and space, climate, energy and mobility, food and the bioeconomy - align closely with India's research priorities and can build on its scientific strengths, the ministry said.
An exploration of the possible association was launched after the India-EU Summit on January 27, 2026, and formal negotiations began after the ministerial meeting of the Trade and Technology Council in Brussels on July 15, 2026. Association is envisaged to begin in January 2027, but the agreement and its formal procedures are still pending, so India is not yet a formal associated member.
More than 20 non-EU countries, including the United Kingdom, Canada, Japan, South Korea and Switzerland, already take part in Horizon Europe as associated countries.
