越南政府提请国会投资三条高速公路：总长430.5公里、总投资约162.4万亿越南盾
河内—越南政府11月7日向国会提交三条高速公路的投资主张，请国会决定以公共投资方式建设：木洲—山罗—奠边线179.5公里、保河—莱州线（保河至新丰段）119公里、广义—昆嵩线132公里，总长约430.5公里，均为四车道，设计时速80至120公里。
建设部长陈红明受总理委托向国会陈述时说，三条线路的初步总投资约为162.4万亿越南盾，其中木洲—山罗—奠边线约63.1万亿、保河—莱州线约51.0万亿、广义—昆嵩线约48.3万亿；越南政府预计在2026至2030年间安排约119.4万亿越南盾的中央预算资金。
越南政府曾研究公私合营的 BOT 方案，测算显示即使国家补贴总投资的五至七成，项目仍无法确定回收期，因此提议三条线路全部采用公共投资。按计划，2026至2027年完成投资准备，2027年开展征地补偿并开工，2030年基本建成，2031年投入使用。
国会经济与财政委员会的审查报告基本赞成这三条线路的投资必要性，认为项目与越南的经济社会发展战略与规划相符。国会预计在本月晚些时候就投资主张作出决定。

Vietnam's Government Asks the National Assembly to Approve Three Expressways Totalling 430.5 Kilometres and About 162.4 Trillion Dong
HANOI — Vietnam's government on November 7 asked the National Assembly to approve public investment in three expressways: the Moc Chau-Son La-Dien Bien route at 179.5 kilometres, the Bao Ha-Lai Chau route (the Bao Ha-Tan Phong section) at 119 kilometres, and the Quang Ngai-Kon Tum route at 132 kilometres — about 430.5 kilometres in total, all four lanes with design speeds of 80 to 120 km/h.
Minister of Construction Tran Hong Minh, presenting the proposal on the prime minister's behalf, said the preliminary total investment is about 162.4 trillion dong: roughly 63.1 trillion for Moc Chau-Son La-Dien Bien, 51.0 trillion for Bao Ha-Lai Chau and 48.3 trillion for Quang Ngai-Kon Tum. The government plans to allocate about 119.4 trillion dong from the central budget in 2026-2030.
The government had studied build-operate-transfer partnerships, but its calculations showed that even with the state covering 50 to 70 percent of the cost, no payback period could be established, so it proposed financing all three routes as public investment. Investment preparation is scheduled for 2026-2027, land compensation and construction are to begin in 2027, the roads are to be substantially complete in 2030, and they are to open in 2031.
The National Assembly's Economic and Financial Committee said in its review report that it broadly agreed the three routes are necessary and consistent with Vietnam's development strategy and planning. The Assembly is expected to decide on the proposals later this month.
