Follow-Up: Guterres Calls COP31 a 'Moment of Truth' for Climate Action, Says 1.5C Goal Is Out of Reach
The COP31 climate summit opens in Antalya, Türkiye, on November 9 and runs through November 20. In an Associated Press interview published on November 6, United Nations Secretary-General António Guterres warned that the world is approaching a "moment of truth" on climate action, saying governments can no longer afford cycles of endless debate in which nations shift blame onto one another, and must take faster, measurable action to cut emissions. It will be his last climate summit as secretary-general — his second and final term ends at the close of this year.
Guterres repeated the phrase "moment of truth" three times during the 20-minute interview from his office at UN headquarters. He said that when he consulted scientists last year before delivering a major climate speech, they told him the 2015 Paris Agreement goal of limiting warming to 1.5 degrees Celsius was no longer achievable, because of the accumulation of carbon dioxide and other greenhouse gases. He said the failure lies not with the world itself but with political leadership: protecting the environment requires a long-term vision that is missing from systems where policies shift with elections.
He also pointed to reasons for hope. Drawing on his experience as Portugal's prime minister in the late 1990s, he said investing in a sustainable future is possible, citing the global expansion of wind and solar energy. But he warned that the wars in Ukraine and Iran, combined with the huge energy demands of artificial intelligence, are creating compounding threats. He argued that the massive profits of fossil fuel companies should be taxed to help the nations hit hardest by the climate crisis.
Fossil fuel cuts and climate finance top the COP31 agenda, Reuters reported on November 6. A new report by the German NGO Climate Analytics, released ahead of COP31, found that cutting methane and other short-lived climate pollutants could reduce the pace of global warming by about 12 percent by 2035; combined with a rapid shift away from fossil fuels, it could halve the pace of warming in the 2030s and limit peak warming to around 1.7 degrees Celsius by mid-century. Fatih Birol, head of the International Energy Agency, told the Financial Times he expects a "climate action comeback" at COP31, adding that he has "rarely seen the energy security policy objectives and the climate objectives so closely aligned."
The UN Environment Programme's adaptation finance report, released on November 4, found a "staggering shortfall" in adaptation funding. Guterres said the gap is "not measured in money alone" but in "lives, livelihoods and lost futures," and called on developed countries to deliver "fast, simple, accessible support" to the most vulnerable.
