Idaho Online Learning Program's Dual-Credit Enrollment Falls 46% After $13.4 Million Funding Cut Brings New Fees
BOISE, Idaho — Enrollment in college-level courses offered by the Idaho Digital Learning Alliance fell sharply: dual-credit enrollments in summer and fall 2026 totalled 2,980, down 46 percent from 5,540 in the same period in 2025, as new fees took effect after a major cut to the state-funded online learning program.
Idaho Education News reported on November 6 that Idaho Digital Learning Alliance Superintendent Jeff Simmons disclosed the figures on Thursday at the Idaho School Boards Association's annual convention in Boise. The Alliance is a state-funded online learning program that offers virtual courses to Idaho students, including classes that let high schoolers earn college credits.
The state Legislature cut $13.4 million from the Alliance's $26 million budget, after which the program began charging fees. Simmons said the program enrolled 8,608 students over the summer, 2,200 above what it is funded to serve, and currently has 12,056 students enrolled for the fall semester, 806 above what the statewide online school is funded for. This year the Alliance received state funds to serve 32,000 students; last year it enrolled 56,000 students, before the cut.
