美国国务院悬赏总额提至5,000万美元：缉拿「阿拉瓜列车」三名头目
美国国务院11月5日宣布，该部国际麻醉品与执法事务局与联邦调查局（FBI）、缉毒局（DEA）和司法部协调，依跨国组织犯罪悬赏计划（TOCRP）对外国恐怖组织「阿拉瓜列车」（Tren de Aragua）三名最高头目推出新增与上调的悬赏，征集能促成逮捕和／或定罪的信息，悬赏总额最高达5,000万美元。
三人悬赏分别为：现任头目 Yohan José Romero（别名「Yohan Petrica」）的悬赏由最高400万美元上调至最高2,000万美元；Giovanni Vicente Mosquera Serrano（别名「Giovanni」「El Viejo」）的悬赏由最高500万美元上调至最高1,500万美元；Juan Gabriel Rivas Núñez（别名「Juancho」）为新设悬赏、最高1,500万美元。国务院表示，Romero 指挥该组织的贩毒、在委内瑞拉非法采金与谋杀等活动；Mosquera Serrano 与 Rivas Núñez 均为其副手，前者负责该组织在美国、哥伦比亚与中美洲的活动、名列 FBI 十大通缉逃犯，后者负责该组织在委内瑞拉的活动。

State Department Raises Total Rewards to $50 Million for Three Leaders of Tren de Aragua
The U.S. Department of State announced on November 5 that its Bureau of International Narcotics and Law Enforcement Affairs, in coordination with the FBI, the Drug Enforcement Administration and the Department of Justice, is offering new and increased rewards totaling up to $50 million under the Transnational Organized Crime Rewards Program (TOCRP) for information leading to the arrests and/or convictions of the top three leaders of Tren de Aragua (TdA), a violent foreign terrorist organization designated by the Trump Administration last year.
The offers are: for Yohan José Romero, known as "Yohan Petrica," an increase from up to $4 million to up to $20 million; for Giovanni Vicente Mosquera Serrano, known as "Giovanni" and "El Viejo," an increase from up to $5 million to up to $15 million; and a new offer of up to $15 million for Juan Gabriel Rivas Núñez, known as "Juancho." According to the Department, Romero is TdA's current leader and directs its operations, including narcotrafficking, illegal gold mining in Venezuela, and murders. Mosquera Serrano and Rivas Núñez are both second-in-command; Mosquera Serrano oversees TdA operations in the United States, Colombia, and Central America and is one of the FBI's Ten Most Wanted Fugitives, while Rivas Núñez oversees operations in Venezuela.
On July 29, 2026, a superseding indictment filed in the U.S. District Court for the Southern District of Texas charged all three with conspiracy to provide, providing, and attempting to provide material support to a foreign terrorist organization; Mosquera Serrano was also charged with international cocaine distribution and related conspiracy.
