USDA Animal Health Funding Jumps From $30 Million to $233 Million a Year, With $80 Million in New Funding Opportunities Open

The U.S. Department of Agriculture's Animal and Plant Health Inspection Service (APHIS) announced in Washington on November 5, 2026, that annual funding for its three Farm Bill animal health programs has increased from $30 million to $233 million beginning in fiscal year 2026, made possible through the 2025 Working Families Tax Cuts Act. The three programs are the National Animal Disease Preparedness and Response Program (NADPRP), the National Animal Health Laboratory Network (NAHLN), and the National Animal Vaccine and Veterinary Countermeasures Bank (NAVVCB), which cover prevention, detection and response for high-consequence animal diseases including New World screwworm, highly pathogenic avian influenza, African swine fever and foot-and-mouth disease.

"This historic investment gives us the tools we need to protect farmers' and ranchers' herds, their livelihoods, and the rural communities they sustain," said USDA Under Secretary Dudley Hoskins. "Farm security is national security, and with this increased funding, we are strengthening early disease detection, expanding vaccine and diagnostic stockpiles, and backing practical, on-the-ground projects that help producers prepare for and respond to the most serious animal disease threats."

Under NADPRP, APHIS will make up to $80 million available through two fiscal year 2027 competitive funding opportunities: $40 million for state preparedness projects, open to state departments of agriculture, state animal health officials and regional animal disease response organizations, and $40 million for industry preparedness projects, open to livestock producer and veterinary organizations. Both opportunities opened on November 5, 2026 and close on January 7, 2027, with selected projects to begin in spring 2027. The combined FY26-FY27 NADPRP spending plan also includes $15 million to continue ongoing projects, $15 million for ad hoc preparedness needs, and $20 million for APHIS-led initiatives.

For NAHLN, APHIS has provided $10 million in noncompetitive FY26 funding to network laboratories and will award an additional $10 million in FY27 for operational support. For NAVVCB, APHIS has invested more than $85 million since FY2020 and will expand purchases in FY27 with over $153 million in new investments in foot-and-mouth disease vaccine antigen concentrate and diagnostic test kits or other countermeasures for high-consequence diseases.
