Follow-up: PAGASA Forecasts Scattered Rains Across Parts of the Philippines on November 5, With Flood and Landslide Risk in Bicol

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) warned in its 4:00 a.m. bulletin on November 5 that easterlies are pushing scattered rains and thunderstorms across Bicol, Eastern Visayas, Marinduque, Romblon, Oriental Mindoro, the Dinagat Islands and Surigao del Norte, with moderate to at times heavy rainfall posing a risk of flash floods and landslides in those areas. No tropical cyclone wind signal is in effect anywhere in the country.

The northeast monsoon, locally known as amihan, is keeping northern Luzon under cloudy to partly cloudy skies with lighter rains over the Ilocos Region, the Cordillera Administrative Region and Cagayan Valley. Metro Manila and the rest of the country face partly cloudy to cloudy skies with isolated rain showers or thunderstorms driven by the easterlies. Winds over Luzon and Visayas waters are light to moderate from the northeast to east, with coastal seas slight to moderate at 0.6 to 2.5 metres.

GSM reported on November 4 that Typhoon In-Fa remained outside the Philippine Area of Responsibility with no direct effect on the country's weather; forecasters have since said In-Fa is weakening, will not enter the area of responsibility, and is expected to recurve near Iwo To. With the day's weather shaped by the easterlies and the monsoon, PAGASA advised residents in at-risk areas to stay away from riverbanks, steep hillsides and low-lying ground and to monitor official updates.
