加州事故救援人员安全周启动：「让行法」扩大至所有闪灯停靠车辆
加利福尼亚州交通厅（Caltrans）11月2日与州交通安全办公室（OTS）、加州公路巡警（CHP）、加州林业与消防局（CAL FIRE）、加州拖车协会（CTTA）及美国汽车协会（AAA）等六家机构联合发布通告，启动「事故救援人员安全周」，提醒驾驶人保护在路边执勤的执法、消防、急救、拖车与公用事业抢修人员。
通告指出，加州「让行法」（Move Over）已经更新：驾驶人接近路边任何亮着危险警告灯、或摆放锥筒、照明弹等警示装置的停靠车辆时，必须让出一整条车道，无法让道时则减速慢行。这一扩大源于新签署的 AB 390 法案，把原先只针对应急车辆的「减速、让行」义务扩展到所有此类停靠车辆。
联合通告称，全美50个州都有让行法，但仍有近三分之一的公众不了解这类法律；与交通相关的事故是一线救援人员的主要死因之一。
CAL FIRE 在通告中表示：「我们的队员每天都在加州的道路上处置紧急情况……如果您看到前方有应急灯，请减速，并在安全时让行。」AAA 表示，该协会倡导「让行法」已有20年。加州交通厅强调：「安全始终是 Caltrans 的首要任务。在施工区减速、让行，是简单而极其有效的救命之举。」

Crash Responder Safety Week Begins in California: Move Over Law Now Covers All Stopped Vehicles With Hazard Lights
The California Department of Transportation (Caltrans) joined five partners — the Office of Traffic Safety (OTS), the California Highway Patrol (CHP), CAL FIRE, the California Tow Truck Association (CTTA) and AAA — in a joint announcement on November 2 marking Crash Responder Safety Week, urging drivers to protect the law enforcement officers, firefighters, emergency medical personnel, tow operators and utility crews who work at the roadside.
The agencies noted that California's Move Over law has been updated: when approaching any stopped vehicle displaying hazard lights or warning devices such as cones or flares, drivers must move over a full lane or, if that is not possible, slow down. The expansion comes from the newly signed AB 390, which extends the slow-down-and-move-over duty beyond emergency vehicles to all such stopped vehicles.
According to the announcement, all 50 states have Move Over laws, yet nearly one-third of the public still does not know these laws exist, and traffic-related incidents remain a leading cause of death for responders.
"Every day, CAL FIRE personnel respond to emergencies on California's roadways… If you see emergency lights ahead, slow down and move over when it is safe to do so," CAL FIRE said. AAA said it has championed Move Over laws for 20 years. "Safety is always Caltrans' top priority. Slowing down and moving over in work zones is a simple and incredibly effective way to save lives," Caltrans said.
