泰国警方禁止进口《Routledge泰国当代手册》第二版：称内容可能影响国家安全 违者最高判三年
曼谷—泰国皇家警察总长 Samran Nuanma 10月30日签署第555/2569号命令，禁止任何人订购或进口《Routledge泰国当代手册》第二版在泰国境内分发；命令11月4日刊登于《皇家公报》。警方说，该书所载文章的内容可能影响国家安全、引起公众不安或煽动动荡，与公共秩序和善良风俗相悖。
命令依据泰国2007年《印刷登记法》第10条作出：违反者可被处以最高三年监禁、最高6万泰铢罚款，或两者并罚；警察总长还有权没收并销毁这部出版物。命令针对的是为分发目的而订购或进口，并没有明文禁止阅读或持有。
这部手册的第二版由劳特利奇出版社今年8月出版，主编 Pavin Chachavalpongpun 是旅居日本的泰国政治学者和前外交官，也是泰国政府的知名批评者。他在11月5日回应说，此书是因为涉及泰国君主制及其在泰国政治中角色的章节而被禁。关注泰国司法与人权的组织「112 Watch」等已经发表声明，对这道禁令表示关切。

Thai Police Ban Import of Routledge Handbook of Contemporary Thailand, Second Edition, Citing National Security; Violators Face Up to Three Years
BANGKOK — Thailand's national police chief, Pol. Gen. Samran Nuanma, signed Order No. 555/2569 on October 30 prohibiting anyone from ordering or importing the Routledge Handbook of Contemporary Thailand, Second Edition, for distribution in Thailand; the order was published in the Royal Gazette on November 4. Police said articles in the book could affect national security, cause public distress or incite unrest, and conflict with public order and good morals.
The order was issued under Section 10 of Thailand's Printing Recordation Act of 2007: violators face up to three years in prison, a fine of up to 60,000 baht, or both, and the police chief may also confiscate and destroy copies. The ban targets ordering or importing the book for distribution and does not explicitly prohibit reading or possessing it.
The handbook's second edition was published by Routledge in August and is edited by Pavin Chachavalpongpun, a Thai political scientist and former diplomat based in Japan who is a prominent critic of the Thai government. He responded on November 5 that the book was banned over its chapters on the Thai monarchy and its role in Thai politics. Groups including 112 Watch, which monitors Thailand's justice system and human rights, have issued statements expressing concern over the ban.
