Ex-Postal Worker Receives Six-and-a-Half-Year Sentence for Stealing Checks in $34 Million Fraud Scheme

The U.S. Department of Justice announced on November 4 that Destinee Ruffin, 29, of Indianapolis, Indiana, a former United States Postal Service letter carrier, has received a six-and-a-half-year prison sentence for stealing checks from the U.S. Mail as part of a $34 million conspiracy to commit bank fraud. The case, prosecuted by the U.S. Attorney's Office for the Southern District of Indiana, was brought as part of the Trump Administration's Task Force to Eliminate Fraud. Ruffin had previously pleaded guilty to conspiracy to commit bank fraud and theft of mail.

According to court documents, Ruffin was employed as a letter carrier at the Bacon Station Post Office, 2727 E. 55th Street in Indianapolis. Between November 2020 and May 2022, she used her access to both incoming and outgoing mail to steal checks, which she then sold to co-conspirators: she supplied John Young with more than $12 million in stolen checks and provided Tony McMullen with stolen checks worth more than $235,000. McMullen altered payee information on stolen checks and negotiated 36 of them, worth approximately $235,632, while Young used mid-level conspirators to deposit stolen checks and listed many of them for sale on Telegram.

Investigators uncovered the scheme by mailing controlled Treasury checks with recorded serial numbers and tracing them back to Ruffin's delivery route. In April 2024, officers executed a search warrant on Ruffin's vehicle, residence, person, and electronic devices and discovered thousands of stolen checks valued at over $20 million that she had stolen but not yet sold. The U.S. Attorney's Office estimates that approximately 6,500 victims were affected by the scheme.

Three of Ruffin's co-conspirators had already been sentenced: Tony McMullen received two years and nine months in prison and $121,270.30 in restitution; Eric Hollis received one year and one day and $117,275.30 in restitution; and Kendall Thompson received four months and $9,320.05 in restitution. John Young is awaiting a sentencing date. The case was investigated by the U.S. Postal Service Office of Inspector General, the U.S. Postal Inspection Service, and the Treasury Inspector General for Tax Administration.
