Attorney General Bonta Joins 45 AGs Backing Senate Kids Online Safety Act

California Attorney General Rob Bonta on November 4 joined a bipartisan coalition of 45 attorneys general reaffirming support for the Senate version of the Kids Online Safety Act (KOSA), S. 1748, his office announced in Oakland. The bill would impose a duty of care on social media companies to mitigate and prevent harm to users under 18, and it preserves states' authority to enact stronger child protections, so federal law would not preempt laws like California's nation-leading measures against addictive social media algorithms.

"Federal action is critical to keep kids safe online. Children nationwide need leaders who will step in when social media companies prioritize profits over commonsense consumer protections," Bonta said. "The Senate's KOSA legislation creates a federal floor of baseline protections states can build off of, while still allowing states like California to have stronger safeguards in place. California has led the effort to protect children online, and we welcome federal action that puts kids at the forefront." The coalition noted that the House version, H.R. 6484, includes preemption language the Senate bill lacks.

The release said excessive time online is associated with depression, anxiety, eating disorders, susceptibility to addiction, and interference with daily life including learning. California's enforcement actions against Meta and TikTok alleged the companies designed their platforms to addict young people; in August 2026, Bonta and a coalition of 51 attorneys general announced a $17 billion settlement with Meta including default daily time limits and parent-controlled overnight use. California enacted the Protecting Our Kids from Social Media Addiction Act (SB 976) in 2024 and the Social Media Warning Law (AB 56) last year. The letter was led by the attorneys general of Hawaii, Ohio, Tennessee and Connecticut.
