加州43号提案未获通过 地方特别税维持简单多数门槛

California Proposition 43 Fails, Preserving the Majority-Vote Path for Local Special Taxes
SACRAMENTO — California voters rejected Proposition 43 in the November 3 election. According to the Associated Press count, the No side holds about 56.8 percent to 43.2 percent for Yes, and the AP has called the measure as failed.
Proposition 43 would have tightened the threshold for passing local taxes. Under current rules, citizen-initiated local special taxes pass with a simple majority; had the measure passed, such taxes would have required a two-thirds vote starting January 1, 2027. Supporters argued that local tax increases should demand a broader consensus; opponents warned that a two-thirds bar would starve schools, fire services, roads and other local needs of funding.
The result preserves the simple-majority rule for local special taxes across California's cities and counties. For real estate and local finance, special taxes fund many urban renewal, school construction and public facility projects; with the threshold unchanged, the prospects for such measures are unaffected by this election.
California voters decided 14 statewide propositions in this election; Proposition 43 was the one directly governing local tax rules.
