波特兰审计官办公室临时施行竞选财务新规：意见征集至12月4日
位于俄勒冈州马尔特诺马县的波特兰市审计官办公室11月4日临时施行更新后的竞选财务行政规则，涉及 ARA 13.01、13.03 与 13.05 三项规则，新规自11月4日起生效。市审计官依据市宪章相关条款，在认定拖延将损害公共利益的情况下，无需事先通知即可临时施行规则。此次更新吸收了今年5月8日至6月8日公众评议期间收到的意见。
其中 ARA 13.05 的调整将报告期与州法律要求的 ORESTAR 报告期对齐，并额外增加7个日历日，以便与小额捐赠选举制度的规则衔接。审计官办公室表示，临时规则的施行是为了让竞选财务申报与州级系统保持一致，减少申报人在不同规则之间的衔接成本。
市审计官办公室同时启动了正式规则制定的公众意见征集，市民可在12月4日下午5时前提交意见。审计官办公室副审计官里德·布罗德森签署了临时施行备忘录。正式规则将在意见征集结束后确定，临时规则在此期间继续有效。

Portland Auditor's Office Adopts Interim Campaign Finance Rules; Comments Open Through December 4
The City Auditor's Office in Portland, in Multnomah County, Oregon, on November 4 adopted updated campaign finance administrative rules on an interim basis, covering ARA 13.01, 13.03 and 13.05, effective November 4, 2026. Under the City Charter, the City Auditor may adopt interim rules without prior notice when finding that failure to act promptly will prejudice the public interest. The update reflects public comments received from May 8 to June 8, 2026.
The ARA 13.05 change aligns the reporting period with the state-law ORESTAR reporting period plus seven calendar days, to align with the Small Donor Elections rules. The Auditor's Office said the interim adoption keeps campaign finance filing consistent with the state system and reduces filers' compliance friction.
The Auditor's Office also opened public comment on the proposed permanent rules; comments must be received by 5 p.m. on December 4, 2026. Deputy City Auditor Reed Brodersen signed the interim adoption memo. The interim rules remain in effect until the permanent rules are adopted.
