菲律宾：气象局11月4日预报台风英法增强至风速130公里仍在责任区外 比科尔等地有山洪山泥倾泻风险
菲律宾大气、地球物理与天文服务管理局（PAGASA）11月4日凌晨4时的预报说，台风「英法」（国际编号2631）凌晨3时位于北吕宋最北端东北偏东约1770公里海面（北纬23.9度、东经138.7度），中心附近最大持续风速每小时130公里、阵风达160公里，以每小时10公里向西北偏北移动。英法仍在菲律宾责任区外，未对菲律宾天气构成直接影响，全国海域未发布热带气旋风力信号。本站11月3日报道时，英法为强热带风暴级（风速110公里、集结在吕宋最北端以东约1870公里），一日内已增强为台风并继续远离。
11月4日影响菲律宾天气的是两套系统：来自太平洋的东风波（easterlies）与东北季风（amihan）。PAGASA 预报，比科尔大区的奎松、南甘马仁、北甘马仁与嘉打万内斯等地将多云并有分散性降雨与雷暴，雨量中等、间或偏大，可能出现山洪与山泥倾泻，是当天风险最高的地区。
东北季风影响北吕宋，伊洛戈斯大区、科迪勒拉行政区与卡加延河谷有零星小雨；马尼拉大都会与全国其余地区大致多云间晴，午后与傍晚有局部阵雨或雷暴机会。PAGASA 呼吁公众留意其后续公报。

Philippines: PAGASA Says Typhoon In-Fa Has Strengthened to 130 km/h and Remains Outside Its Area on November 4, With Flood and Landslide Risk in Bicol
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said in its 4 a.m. forecast on November 4 that Typhoon In-Fa (international number 2631) was located at 3 a.m. some 1,770 kilometres east-northeast of Extreme Northern Luzon, at 23.9 degrees north and 138.7 degrees east, packing maximum sustained winds of 130 kilometres per hour near the centre and gusts of up to 160 kph, moving north-northwestward at 10 kph. In-Fa remains outside the Philippine Area of Responsibility and is not directly affecting the country's weather, and no tropical cyclone wind signal is in effect. When GSM reported on November 3, In-Fa was a severe tropical storm at 110 kph located about 1,870 kilometres east of Extreme Northern Luzon; it has since intensified into a typhoon while moving away.
Two weather systems are shaping conditions across the Philippines on November 4: the easterlies, moisture-laden winds from the Pacific, and the northeast monsoon, known locally as amihan. PAGASA forecasts cloudy skies with scattered rains and thunderstorms over Quezon, Camarines Norte, Camarines Sur and Catanduanes in the Bicol Region, with moderate to at times heavy rainfall and a risk of flash floods and landslides, making Bicol the area facing the greatest hazards today.
The northeast monsoon is bringing isolated light rains to the Ilocos Region, the Cordillera Administrative Region and Cagayan Valley in Northern Luzon. Metro Manila and the rest of the country will be partly cloudy to cloudy with isolated rain showers or thunderstorms, particularly in the afternoon and evening, and PAGASA advised the public to monitor its official updates.
