众议院司法委员会报告：波士顿今年收到54份ICE拘留令无一执行
美国众议院司法委员会与移民诚信、安全与执法小组委员会11月2日发布题为《波士顿：庇护政策的危险后果》的中期工作人员报告，聚焦马萨诸塞州波士顿市的庇护政策。报告称，2026年前10个月，波士顿警察局共收到美国移民与海关执法局（ICE）发出的54份拘留令，无一得到执行；自2021年以来，波士顿警方没有依据ICE拘留令向ICE移交过任何一人。

House Judiciary Report: Boston Honored None of 54 ICE Detainers Received in 2026
The U.S. House Judiciary Committee and its Subcommittee on Immigration Integrity, Security, and Enforcement released an interim staff report on November 2 titled "Boston: The Dangerous Consequences of Sanctuary Policies," examining sanctuary policies in Boston, Massachusetts. According to the report, the Boston Police Department received 54 detainer requests from U.S. Immigration and Customs Enforcement (ICE) in the first ten months of 2026 and honored none of them, and since 2021 the department has not transferred a single person to ICE on the basis of a detainer.
The report says Boston's 2014 Trust Act bars local police from asking about immigration status, making arrests or holding people based on ICE administrative warrants, transferring people to ICE, or notifying ICE when someone is released. Citing ICE data, the report says sanctuary jurisdictions across the country declined at least 41,085 ICE detainers between October 2022 and early 2026.
According to the report, the noncitizens who encountered law enforcement in Boston in 2026 came from countries including Colombia, Haiti, the Dominican Republic, Brazil, Mexico, Ecuador, China, Morocco and Venezuela, and those subject to ICE detainers included people with criminal convictions and final orders of removal. The report also says the Boston City Council voted to keep complete detainer-related information, including the subjects' criminal records, from the public.
The report is part of the Judiciary Committee's oversight investigation, launched in January 2026, into 13 sanctuary jurisdictions and 40 officials. The committee is chaired by Rep. Jim Jordan, and the immigration subcommittee by Rep. Tom McClintock.
