Seattle Mayor Katie Wilson Signs Executive Order to Improve Outcomes for Vehicle Residents
The Seattle Mayor's Office said on November 3 that Mayor Katie B. Wilson of Seattle, in King County, Washington, signed Executive Order 2026-09 that day, directing the City to strengthen outreach and services for people living in vehicles while improving the City's response to neighborhood impacts, public safety concerns, and conditions in Seattle rights-of-way.
"Thousands of people living without housing in our city is a moral and humanitarian crisis, and it also impacts the quality of life for everyone," said Mayor Katie Wilson. "This executive order strengthens outreach and services for people living in RVs, advances the City's response to neighborhood and public safety concerns, and represents a balanced approach that combines compassion, accountability, and practical solutions to improve outcomes for vehicle residents and the broader community."
The order includes two major actions. First, strengthening outreach and support: the City will expand outreach and engagement with people living in RVs, helping connect them to safe parking options, shelter, housing resources, and supportive services. The Human Services Department will deploy funding to support the launch of Glassyard Commons and increase engagement efforts with vehicle residents across Seattle. The City will also improve data and coordination to better understand who is living in vehicles, identify barriers to housing and services, and target resources where they can have the greatest impact.
Second, coordinating city action: the order establishes a cross-departmental working group, including representatives from key City departments and community organizations that work directly with vehicle residents, to evaluate existing programs, services, enforcement strategies, and policy options and recommend improvements. Within 60 days, the working group will provide recommendations for programmatic, policy, and legal changes. The Mayor expects to transmit any necessary legislation to the City Council by March 31, 2027.
The goal, the Mayor's Office said, is better outcomes for people living in vehicles, fewer people living in vehicles over time, and cleaner, safer public spaces for everyone. The administration will continue working with the City Council, service providers, community organizations, and neighborhood leaders on solutions to homelessness that are compassionate, practical, and effective.
